The Vietnam Register has submitted a draft Circular of the Minister of Transport stipulating technical requirements for motor vehicles and specialized motorbikes that are subject to research and development and are expected to participate in road traffic. The draft Circular takes effect from January 1, 2025.
Explaining the necessity of the circular, the Vietnam Register said that according to the provisions of the Law on Road Traffic Order and Safety No. 36/2024/QH15 (effective from January 1, 2025), the Ministry of Transport is responsible for issuing a Circular of the Minister of Transport stipulating technical requirements for motor vehicles and specialized motorbikes subject to research and development that need to participate in road traffic.
Before the Law on Road Traffic Order and Safety was issued and took effect, the technical requirements for motor vehicles and specialized motorbikes that are subject to research and development and need to participate in road traffic were stipulated in many different sub-law documents, leading to inconsistent content and difficulties in applying it to state management in this field.
According to the Vietnam Register, the Law on Road Traffic Order and Safety stipulates that the Minister of Transport shall specify in detail the technical requirements for motor vehicles and specialized motorbikes subject to research and development that need to participate in road traffic, which will ensure consistency in the management of this type of vehicle.
Therefore, the drafting of the Circular of the Minister of Transport regulating technical requirements for motor vehicles and specialized motorbikes subject to research and development that need to participate in road traffic is necessary to ensure the legal basis for implementation in accordance with the provisions of law.
