In Ho Chi Minh City, there are currently 18 registration centers but there may only be 2 left.
Nationwide, with 276 active registration centers, there may only be 185 active centers left.
Therefore, if measures are not taken into account, the risk of registration congestion will be very high. The Vietnam Register proposed solutions to amend and supplement legal documents, including Decree No. 139/ND-CP; Decree No. 30/ND-CP Circular 16/2021-BGTVT Other legal documents.
The Ministry of Transport is submitting to the Government to amend and supplement a number of regulations of Decree No. 139/2018/ND-CP on motor vehicle inspection service business in the direction of:
Temporarily do not revoke the certificates of surveyors sentenced to probation or non-custodial reform without banning practice.
There will be no temporary suspension within 3 months for registration units with 2 or more surveyors whose certificates are revoked.
The Vietnam Register also proposed solutions on the management and organization of registration centers.
In particular, management agencies need to strengthen monitoring of the situation, proactively handle and coordinate between relevant agencies. Strengthen training, evaluation, and additional resources. Propagate people and businesses to proactively register ahead of time, prepare vehicles and documents.
For registration centers, it is necessary to ensure the operating status of inspection equipment; Proactively arrange and allocate human resources for registrars in a reasonable and scientific manner.
People and businesses also proactively maintain vehicles, prepare documents, and handle cold fines; Make an appointment via the TTTK application.
At the same time, the Vietnam Register has coordinated with the Department of Transport in some localities (Hanoi and Ho Chi Minh City) to discuss and work with the Traffic Police Department (Ministry of Public Security) and the Department of Public Security. Vehicles and Motorcycles (General Department of Engineering, Ministry of National Defense) to prepare a plan to strengthen forces in the worst situation to ensure the maintenance of the inspection system to serve the legitimate inspection needs of people and businesses. .
