The Ministry of Transport is drafting a Circular regulating training, testing, granting and revoking driving licenses; granting and using international driving licenses; testing and granting certificates of training in road traffic law. The Circular is expected to take effect from January 1, 2025.
Article 16 of the draft Circular stipulates the training of drivers for classes A1, A, B1 (motorbikes) as follows:
About Test
For class A: Test the theory subject according to the theoretical test question set (the content of the question set includes the subjects: Road traffic law and driving techniques);
For class B1: Test the theory subject according to the set of theoretical test questions (the content of the set of questions includes the subjects: Road traffic law; structure and common repair and driving techniques; test the practical driving subject with a zigzag forward and backward test.
Student learning outcomes are assessed on a 10-point scale (from 1 to 10), with one decimal place taken into account. Test scores for all subjects must be 5.0 points or higher.
Regarding the program volume and minimum training time allocation as follows:

Accordingly, driving training facilities base on the following contents: Program volume and prescribed training time allocation.
"The time for review, final exam and holidays to build the total training time in the driver training program must not exceed 2 months," the circular stated.
According to the Law on Road Traffic Safety and Order, effective from January 1, 2025, driving license categories are as follows:
Class A1 is granted to drivers of two-wheeled motorbikes with a cylinder capacity of up to 125 cm3 or an electric motor capacity of up to 11 kW.
Class A is granted to drivers of two-wheeled motorbikes with a cylinder capacity of over 125 cm3 or an electric motor capacity of over 11 kW and the types of vehicles specified for class A1 driving licenses.
Class B1 is granted to drivers of three-wheeled motorbikes and vehicles specified for class A1 driving license.
