The Ministry of Public Security is proposing a draft Decree amending and supplementing a number of articles of Decree No. 151/2024/ND-CP dated November 15, 2024 of the Government detailing a number of articles and measures to implement the Law on Road Traffic Order and Safety.
In which, the Ministry of Public Security proposed to add clauses 14, 15, 16 after clause 13 of Article 11 of Decree No. 151/2024/ND-CP (information in the database on road traffic order and safety) as follows:
“14. Information on testing and issuing driver's licenses: Full name; personal identification number; date, month, year of birth; gender; nationality; place of residence; driver's license number; date, month, year of passing; testing agency; test location (test center or driving practice ground used for testing); date, month, year of issuance, exchange, re-issuance of driver's licenses; agency issuing, renewing, re-issuing driver's licenses; driver's license before renewal (civil driving license, driver's license in the People's Police, military driving license, foreign driving license); driving license grade; validity period of the driver's license; number of driver's license blanks; restrictions on the driver's license; current score of the driver's license and history of driver's license deduction points.
15. Information about foreign motor vehicles participating in traffic in Vietnam:
a) Vehicle driver information: Full name; date, month, year of birth; personal identification number or passport; nationality; address; driver's license number; issuing agency.
b) Vehicle information: Vehicle license plate number; license plate color; vehicle type; brand; type number; engine number; frame number; paint color; number of seats or standing or lying; certificate number of technical safety inspection.
c) Immigration information: Temporary import or re-export border gate; temporary import and re-export time; customs authorities carrying out temporary import and re-export procedures; name of international travel service business or organization or individual submitting dossiers requesting written approval to bring motor vehicles into Vietnam.
d) Other information about the approval document of the competent authority.
16. Information about injuries due to traffic accidents: The Ministry of Health participates in giving opinions.
According to the Ministry of Public Security, the draft has supplemented regulations on information on testing and issuing driver's licenses; foreign motor vehicles participating in traffic in Vietnam; Information on injuries due to traffic accidents to ensure consistency with Article 10 of Decree No. 151/2024/ND-CP.
