Hanoi plans to only provide monetary support to poor households when converting gasoline cars to electric vehicles

Hanoi - The city plans to provide direct cash support to individuals from poor households when converting motorbikes and mopeds to electric vehicles.

Hanoi City People's Committee has just submitted an additional report to the City People's Council on the proposal to issue a Resolution approving the Project "Low emission zones in Ring Road 1, Hanoi City".

According to the content of the submission, the city will have policies to support the conversion of road transport vehicles from using fossil fuels to using clean energy and encourage the use of public transport in Hanoi City.

The Department of Construction expects budget resources to implement support policies in the period 2026 - 2030 of about 1,045 billion VND. The group of direct cash support for individuals from poor households when converting motorbikes and mopeds is 140 billion VND; the group of loan interest support is about 764 billion VND; the group of policies to encourage the use of public passenger transport is about 141 billion VND (focusing on exempting people from tolls for using public passenger transport by bus when traveling in Ring Road 1 for 1 year; during holidays, Tet, and special occasions of the country).

In the reception and explanation section, the Department of Construction said that for the policy of direct cash support for individuals, the policy of direct cash support for individuals in Ring Road 1 has been removed from the resolution (to ensure the social fairness of the policy). Accordingly, only support for poor households in the city to ensure humanity, showing the city's concern and companionship with poor households; other groups such as people with meritorious services, people with disabilities, the elderly, and children under 6 years old are currently entitled to the policy of exemption from fares for using large volume public passenger transport vehicles according to Resolution No. 07/2019/NQ-HDND.

In the process of organizing the implementation of the Resolution, the city will continue to study, review, and propose supplementary policies to support vehicle conversion suitable to the city's conditions.

According to the draft in May 2026, the city budget directly supports individuals who have permanent residence or have temporarily resided continuously for 2 years or more in Hanoi, who are owners of motorbikes and mopeds using fossil fuels registered before the date of promulgation of the Resolution, when converting to clean energy vehicles with a value of 10 million VND or more; each individual is supported with 1 vehicle in the period from the date the Resolution takes effect to before January 1, 2030.

The support level is 20% of the vehicle value but not exceeding 5 million VND; poor households are supported 100% of the vehicle value but not exceeding 20 million VND, near-poor households are supported 80% but not exceeding 15 million VND.

In case of not receiving cash support, people can choose to receive support with a ticket card using public passenger transport services with equivalent value.
