Circular 79/2024/TT-BCA on granting and revoking vehicle registration certificates, license plates of motor vehicles and specialized motorbikes takes effect from January 1, 2025.
When there is no longer a district police, the Ministry of Public Security issued Circular 13/2025/TT-BCA regulating the amendment of Circulars on road, rail and inland waterway traffic order and safety. The Circular takes effect from March 1, 2025.
According to the above regulations, the following cases are eligible for vehicle registration certificate and license plate change:
Vehicle registration certificate and license plate are blurred or damaged.
Vehicles are renovated, vehicles change paint color.
Vehicles that have been registered and issued with a license plate with a white background, black letters and numbers are changed to a license plate with a yellow background, black letters and numbers (vehicles used for business of automobile transportation) and vice versa.
Change the vehicle owner's information (vehicle owner's name, identification number) or the vehicle owner needs to change the vehicle registration certificate to a new address.
The vehicle registration certificate has expired.
Change the old vehicle registration certificate and license plate to the vehicle registration certificate and license plate according to the provisions of this Circular; vehicle owners who want to change short license plates to long plates or vice versa.
The dossier for changing vehicle registration certificates and license plates includes:
Vehicle registration declaration.
Vehicle owner's documents according to regulations.
Vehicle registration certificate (in case of changing vehicle registration certificate) or license plate (in case of changing vehicle registration plate).
Some other documents:
For vehicles that have been renovated to change the total engine assembly or chassis assembly, there must be an additional certificate of origin, a certificate of payment of registration fee, and a certificate of ownership transfer of the total engine assembly or chassis assembly according to regulations. In case the engine assembly or chassis assembly is not of the same type, there must be an additional certificate of technical safety and environmental protection for the modified motor vehicle or specialized motorbike according to regulations.
If a modified vehicle replaces the engine assembly of a registered vehicle, there must be a certificate of revocation of the vehicle registration certificate and license plate of the vehicle with that assembly.
For modified vehicles that change the type of vehicle, they must have an additional certificate of technical safety and environmental protection for modified motor vehicles and specialized motorbikes according to regulations.
In case of changing the license plate with yellow background, black letters and numbers to a license plate with white background, black letters and numbers, there must be an additional document to revoke the transport business license or a document to revoke the badge and sign;
In case the vehicle owner needs to change the vehicle registration certificate when changing the head office or place of residence to a new address outside the registration scope of the agency that changes the vehicle registration certificate and license plate, there must be an additional vehicle file confirmation certificate.
Procedures for changing vehicle registration certificates and license plates are as follows:
Perform partial online public services or direct procedures at the vehicle registration agency: Vehicle owner declares the vehicle registration certificate as prescribed. After that, submit the application for exchange of vehicle registration, license plate and pay the fee as prescribed. In case the vehicle is renovated, changing the paint color, the owner must bring the car to check.
After checking the vehicle documents to ensure validity, the vehicle registration agency shall change the vehicle registration certificate and license plate according to regulations. The vehicle owner receives the vehicle registration results at the vehicle registration agency or from the postal service.
In case of changing the vehicle registration certificate and license plate, the identification plate will remain the same; for vehicles that have registered with a 3-digit or 4-digit license plate, the identification plate will be issued according to regulations (recovering the vehicle registration certificate, 3-digit license plate or 4-digit license plate).
In case of changing the license plate from white background, text and black numbers to the number plate of yellow background cars, letters and black numbers or from yellow background, text and black numbers to white background license plates, letters and black numbers, the new license plate is issued (in case there is no identifying license plate) or re -issuing number plate (in case the number plate has identified number plates).
In case of changing the vehicle registration certificate when the vehicle owner changes the head office or place of residence to a new address outside the scope of the vehicle registration agency that issued the vehicle registration certificate:
The vehicle owner submits a vehicle registration certificate and a request for vehicle file confirmation to the vehicle registration agency that manages the vehicle file to be granted a vehicle file confirmation certificate.
The vehicle owner must declare the vehicle registration certificate and submit the vehicle file confirmation certificate to the vehicle registration agency at the new address to change the vehicle registration certificate.
