The error of running below the minimum speed

- For cars, a fine of VND 800,000 to VND 1,000,000 is imposed if:

Driving a vehicle at a speed below the minimum speed on a road section with a prescribed minimum speed.

Driving a vehicle at a speed lower than other vehicles traveling in the same direction without going to the lane on the right side of the vehicle in the same direction, except in cases where other vehicles traveling in the same direction exceed the prescribed speed.

- For motorbikes:

Fines from VND 200,000 to VND 400,000 for driving at a speed below the minimum speed limit on a road section with a prescribed minimum speed limit.

Fines from VND 400,000 to VND 600,000 if driving at low speed without going on the right side of the road, causing traffic obstruction.

Regulations on maximum speed of vehicles participating in traffic in 2025 are implemented according to the provisions of Circular 38/2024/TT-BGTVT.

Fine for motorbikes exceeding the prescribed speed from 05 km/h to less than 10 km/h: Fine from 400,000 VND to 600,000 VND.

Fine for speeding by motorbikes from 10 km/h to 20 km/h: Fine from 800,000 VND to 1,000,000 VND.

The fine for driving a motorbike at a speed exceeding the prescribed speed limit by more than 20 km/h: Fine from VND 6,000,000 to VND 8,000,000; at the same time, the violator will have 4 points deducted from the driver's license.

- For cars:

Fine for speeding from 05 km/h to under 10 km/h: Fine from 800,000 VND to 1,000,000 VND.

Fine for driving a car at a speed exceeding the prescribed speed limit from 10 km/h to 20 km/h: Fine from VND 4,000,000 to VND 6,000,000; at the same time, the violator will have 2 points deducted from the driver's license.

The fine for driving a car at a speed exceeding the prescribed speed limit is from over 20 km/h to 35 km/h: Fine from VND 6,000,000 to VND 8,000,000; at the same time, the violator will have 4 points deducted from the driver's license.

The fine for driving a car at a speed exceeding the prescribed speed limit by more than 35 km/h: Fine from VND 12,000,000 to VND 14,000,000; at the same time, the violator will have 6 points deducted from the driver's license.

To pay the fine, people can go to the police station where the fine was detected or go to the police station to resolve the violation according to regulations.

However, according to the new recommendation of the People's Traffic Police Department, people should go to the headquarters of the traffic police department where they have permanent residence to handle, should not go to the place where violations are detected in another locality to handle, which is both overloaded for the authorities and requires long trips.

When coming to handle the fine, the violator needs to prepare some documents. For cars: vehicle registration, certificate of technical safety inspection and environmental protection, driver's license of the violator, citizen identification card of the violator (photocopy 1 copy of each type of document).
