New update from the Traffic Police Department's cold fine lookup page, many vehicle owners have gone to the police to handle cold fines for violations that were fined in February 2025 in Hanoi.
Looking up the list of 492 vehicles that were fined in Hanoi in February 2025, there are at least 8 cars that were fined more than once.
Accordingly, the vehicles include: 20A 702.XX (2 times, fined); 29A-097.XX (2 times, un punished); 29K-0 18.XX (2 times, un punished); 29K-035.XX (2 times, un punished); 30A-187.XX (2 times, un punished); 30E-681.XX (2 times, un punished); 89H-047.XX (2 times, un punished); 99A-119.XX (2 times, un punished).
In general, the above vehicles all violated the stopping error with a sign "No stopping and parking".
The violating location is on Giai Phong Street (through Bach Mai Hospital, Dong Tam Ward, Hai Ba Trung District, Hanoi City) - where several hundred vehicles are fined every month.
Giai Phong Street is an area with complex traffic conditions, with many large hospitals, such as Bach Mai Hospital, Central Oart - Nose - Throat Hospital, and high travel needs for people.
According to some drivers, because they are not allowed to park their vehicles in the hospital, they have to park outside the hospital gate to pick up/ drop off guests. Although they know it is a violation, they still accept it to... make a living.
Some drivers also use "tricks" to avoid paying fines. Accordingly, the driver used another object to cover the license plate, changing the letters and numbers on the license plate.
"Although there are signs prohibiting vehicles from stopping and installing cameras to monitor traffic in this area. However, every day, the traffic police force still handles many cases of intentional stopping and parking," said Lieutenant Colonel Tran Van Cong - Deputy Captain of Road Traffic Police Team No. 4, Hanoi Traffic Police Department.
From March 15 alone, the traffic police force handled 59 cases at the gate of Bach Mai Hospital; fined 64,300,000 VND, and temporarily detained 59 documents for violations.
Of which, there were 58 cases of violating the regulations on stopping and parking; 1 case of using other materials to stick to the letters and numbers of the license plate ( Fine of more than 20 million VND).
The authorities recommend that drivers strictly comply with traffic safety laws to avoid being fined and ensure safety for themselves and other road users.
