Reader asks: "How is the number of questions and the time to take the theory test for driving license issuance according to the new regulations?".
The Legal Consulting Department of Lao Dong Newspaper answers: Circular 108/2026 of the Ministry of Public Security regulating testing and issuing driver's licenses; issuing and using international driver's licenses (effective from July 1, 2026, replacing Circular 12/2025 of the Ministry of Public Security) has increased the number of questions, test time and scores of the theory test, applied from March 1, 2027.
For grades A and A1, the exam increased from 25 to 40 questions, the exam time increased from 19 to 27 minutes, candidates must answer correctly at least 36 questions to pass.
For grade B, the exam increased from 30 to 50 questions, the exam time increased from 20 to 33 minutes and must answer correctly at least 45 questions.
C1 class car, increasing the number of questions from 35 to 60 questions, increasing the test time from 22 minutes to 40 minutes, achieving when answering correctly 54/60 questions.
Grade C car, increased from 40 to 70 questions, increased test time from 24 minutes to 47 minutes, achieving when answering correctly 63/70 questions.
Class D1, D2, D cars, increasing the number of questions from 45 to 80 questions (an increase of 35 questions), increasing the exam time from 26 minutes to 53 minutes, candidates must answer correctly at least 72/80 questions to pass.
When the test is completed or the exam time is up according to regulations, all candidates' answers (including unfinished questions) are automatically graded by the computer and saved on the server.
According to new regulations, candidates must complete the exam parts sequentially.
For cars, the test sequence includes theory - practice in images - driving on the road. Only when passing the previous test, candidates are allowed to take the next test.
