Hanoi City People's Committee issued Decision No. 17/2024/QD-UBND on standards and norms for the use of specialized cars at agencies, organizations and units under the management of Hanoi City.
Accordingly, the subjects of application under this decision include state agencies, public service units (including the Communist Party of Vietnam agencies in the City), socio-political organizations whose operating costs are guaranteed by the state budget, and project management boards using state capital under the management of the city.
Public service units that self-insure regular and investment expenditures are not subject to this Decision.
Regarding standards and norms for using specialized cars, they are stipulated as follows:
The subjects of use, quantity and types of specialized vehicles are specified in detail in the appendix attached to this decision.
Among them, the only high school that is allocated a public car quota is Nguyen Dinh Chieu Secondary School (under the Department of Education and Training). This school is provided with a car with more than 16 seats (worth 1.6 billion VND).

The purchase price of specialized cars is specified in detail in Appendix 02 attached to this Decision. The purchase price of the car is the price including taxes payable according to the provisions of law, after deducting discounts and rebates.
Vehicle purchase price does not include registration fee; vehicle registration and license plate fee; insurance fee; fee for issuing technical safety and environmental protection inspection certificate for motor vehicles and specialized motorbikes; road maintenance fee related to vehicle use.
In case the car is exempted from taxes (import, special consumption, value added), the full amount of exempted tax must be calculated into the car purchase price to determine standards and norms.
When making purchases, agencies and units must base on the characteristics, technical specifications, types, brands, related structures and market prices at the time of purchase, select suppliers in accordance with the provisions of law on bidding, ensuring that the purchase price does not exceed the maximum purchase price prescribed by the City People's Committee in this decision.
In case the vehicle purchase price on the market at the time of purchase is higher than the maximum price issued by the City People's Committee in this decision, the Department of Finance shall advise the City People's Committee to decide on the maximum vehicle purchase price for each specific case.
