The trend of transitioning to clean energy vehicles, especially electric vehicles, is increasingly being chosen by many countries as an important solution to reduce emissions, improve the living environment and promote the sustainable energy transition process.
In Vietnam, many localities have begun to set specific goals to promote this transition process. Notably, Hanoi is building a roadmap to convert all taxis to using electricity and green energy by 2030.
In the conclusion notice of Prime Minister Pham Minh Chinh at the meeting of the Task Force for Ensuring Energy Security on March 11, the Prime Minister requested to launch an energy saving campaign throughout society. In which, the Ministry of Industry and Trade is assigned to develop energy saving scenarios, promote propaganda and implement many specific solutions, including encouraging the transition to electric and clean fuel vehicles.
According to Mr. Pham Van Quan - Deputy Director of the Department of Industry (Ministry of Industry and Trade), electric vehicles are not simply a means or device, but a new industry. Therefore, it is necessary to prepare synchronously in terms of infrastructure, legal corridor and institutions to be able to operate and develop this industry effectively.
By the end of 2025, in coordination with the Ministry of Science and Technology, 18 standards and regulations related to charging pillars, charging stations and charging batteries have been developed. However, according to the Prime Minister's request in Notice No. 09, the entire legal system must be completed by the second quarter of 2026," Mr. Quan said.
According to Mr. Quan, the deployment of the charging station system is facing many obstacles related to management, investment, electricity, construction, with many complicated procedures.
The Ministry of Industry and Trade has coordinated with relevant parties to develop a number of support programs, including preferential policies to promote the development of the electric vehicle industry. Currently, electric vehicle users have enjoyed certain incentives on taxes and registration fees. The Ministry has also issued preferential policies for supporting industries, creating conditions for businesses producing spare parts and equipment for electric vehicles to enjoy import tax incentives.
At the same time, the Ministry of Industry and Trade is developing new programs to support the development of storage batteries for electric vehicles. This is a particularly important component, allowing energy storage, especially from sources such as solar power, for use during peak hours or in the context of energy shortages, thereby contributing to improving energy security assurance capabilities.
According to Dr. Vo Tri Thanh - Director of the Institute for Brand and Competitiveness Strategy Research, Vietnam as well as many countries have committed to green growth goals, towards net zero emissions by 2050. In this transition strategy, there are two key areas, in the top priority group and closely related to each other, which are energy and transportation.
However, green transformation is not a simple process. This is not just a story about capital, institutions, policies, technology or skills, but also requires choosing a roadmap and appropriate steps. With Vietnam's conditions, when resources are not sufficient, this process further requires a combination of domestic efforts and international cooperation.
Green transition is not just a story of commitment or slogans, but the core lies in the movement of the market. Therefore, policies need to be designed to suit this trend. The transition process needs to be viewed comprehensively, associated with the energy and emission problem. Electric vehicles are only truly "green" when electricity sources also switch to clean energy, and the entire production - consumption chain operates sustainably" - Dr. Vo Tri Thanh emphasized.
