Speaking at the opening ceremony of the National Online Conference on "Improving the efficiency of providing and using online public services", which opened on August 31 in Da Nang, Prime Minister Pham Minh Chinh said the reason the Government chose Da Nang to organize this conference is because Da Nang is a leading locality in building a digital government.
Prime Minister Pham Minh Chinh said digital transformation has three pillars: digital government, digital society and digital economy. Regarding the construction of digital government, many localities have actively implemented it, but Da Nang is the locality with outstanding results. Therefore, choosing Da Nang is both an encouragement and a welcome, and a place for localities to learn from.
The Prime Minister "encouraged and welcomed" the fact that as of July 2024, Da Nang city had achieved a rate of 95% of all online public services, while this figure in many other provinces and cities only reached an average of 55%.
One of the secrets to Da Nang’s success is its determination to invest in digital infrastructure and optimize administrative procedures. The city has deployed a series of comprehensive online public services through a digital citizen platform and personal data warehouse, while taking advantage of administrative procedure settlement results from the data warehouse to reduce paperwork and processing time.
This approach not only helps people and businesses save time and effort but also eliminates harassment and negativity in administrative procedures.
In addition, Da Nang also diversifies online application submission channels by implementing models such as "Online Public Service Agent", "Community Digital Technology Team", and organizing festivals close to people in residential areas to guide online application submission.
This is a breakthrough solution, helping to speed up access to online public services for all classes of people, including those with little knowledge of technology.
In particular, Da Nang has proactively monitored and warned about the processing of administrative procedures from the IOC center, promptly informed relevant agencies and reminded about due and overdue documents.
This approach not only creates time pressure but also ensures transparency and accountability in state management. This helps other localities see that using technology to monitor and optimize the process of handling procedures is not only necessary but also clearly effective.
In addition, organizing an online public service hotline and arranging support staff every day of the week has created great convenience for people when they need to answer questions or receive instructions on how to perform administrative procedures online.
Putting people at the center of digital transformation policies has helped Da Nang not only attract consensus but also create active participation from the people.
From the outstanding results of Da Nang, it can be seen that digital transformation and the implementation of online public services are not only the goals of any locality, but also an inevitable trend in the digital age. Therefore, replicating the Da Nang model to other localities is extremely necessary in the context of digital transformation becoming an inevitable trend.
