However, these items have not been maintained, repaired, or repaired, causing many difficulties in the daily life of residents.
In addition, many apartment owners in apartment building 379 also reported that although they have lived there for a long time and have fulfilled their financial obligations to the investor, they have not yet been granted a pink book to prove their ownership of the apartment as prescribed. This is also a similar problem that occurs with adjacent houses in urban area 379 when most of them have not been granted a red book.
Regarding this incident, a representative of Urban Development and Construction Company 379 - the investor implementing the 379 urban area project - has sent official information to Lao Dong Newspaper reporters to clarify some existing problems in this urban area.
According to the investor, since December 2022, the 379 apartment complex has elected the second management board (MB), with a list of 10 elected members. However, since then, the second BMB has not been established due to various subjective and objective reasons.
Therefore, during the past time, at apartment complex 379 there has been no management board, many items and works are degraded and damaged and cannot be maintained, upgraded, or repaired.
Regarding the delay in granting apartment ownership certificates, according to the investor, the total of 3 apartment buildings has 293 apartments, 146 apartments have been granted certificates, and 127 apartments have not been granted certificates.
What is the reason why the red book for the townhouse cannot be issued?
According to the investor, previously, the contract for the sale of unfinished houses was signed with the customer. The customer built the house himself but had to follow the approved design and construction documents, complete the construction process, sign a three-party contract with the contractor, the investor and the customer; then carry out the acceptance, finalize the project and issue an invoice to complete the procedure for issuing the red book.
However, the customer constructed the construction in a way that was not in accordance with the approved design. Therefore, the investor has not yet provided instructions on the next steps regarding construction documents, acceptance, completion, settlement and invoice issuance.
“On November 11, representatives of the investor, the residential group and the People's Committee of Quang Trung Ward held a meeting to find ways to resolve the above outstanding issues. Regarding the issuance of red books, the People's Committee of the Ward continues to urge the investor to promptly resolve difficulties to complete procedures for issuing books to the remaining households. Regarding operation, any damaged areas with small repair costs need to be fixed before electing a new Management Board. The most important thing is to coordinate with all parties to complete the settlement records with the old Management Board, implement and organize the establishment of a new Management Board and pay the maintenance fund.
After this meeting, the Urban Management Department of Thai Binh City will submit a report to the City and Provincial People's Committees and issue a document for the Ward People's Committees to have a basis for implementation, coordinate with the old Management Board to complete the amounts that the investor has advanced in advance, deducting maintenance fees; the remaining amount must be agreed upon and recorded to pay the new Management Board", a representative of Urban Development and Construction Company 379 added.
