On August 22, Vinh Thuy Commune Party Committee confirmed that after Lao Dong Newspaper reflected on the fact that the money to support agricultural production recovery damaged by natural disasters was paid lower than the norm, the locality directed inspection, review and clarification of responsibility.
The Inspection Committee of Vinh Thuy Commune Party Committee clarified that the organization of disbursement of damage support due to natural disasters in 2024 and 2025 is still slow, allowing limitations and shortcomings to occur, leading to voters and the press reflecting and affecting the leadership and administration of the locality.
The subjective cause was determined to belong to the Commune Economic Department in the process of statistics and summarizing the increased damage area due to incorrectly entering the area in Tien An village and the additional number of households declared later in some villages. However, the Economic Department did not report to the Commune People's Committee but advised to pay people lower than the prescribed level.
From the inspection results, the Party Committee of the Commune People's Committee directed the Commune People's Committee and the Economic Department to organize a review of responsibilities for collectives and individuals related to advising and organizing the payment of support funds.
The review results clarified the responsibilities of the collective leadership of the Economic Department, Mr. Diep Hong Cuong - Head of the Economic Department, the collective leadership of the Commune People's Committee and Mr. Thai Nam Son - Chairman of the Commune People's Committee. The collectives and individuals involved agreed to seriously review and draw experience.
The Inspection Committee of the Commune Party Committee proposed that the Standing Committee of the Party Committee direct the Commune People's Committee Party Committee to continue to consider and review the responsibilities of party organizations, party members and heads according to regulations; and at the same time handle the unallowed funds according to the law.
The results of inspection and review have not detected signs of profiteering or loss of state funds. After additional payment, there are no more petitions or recommendations related to it" - Ms. Nguyen Thi Thu Ha - Secretary of the Party Committee of Vinh Thuy commune informed.
Previously, Lao Dong Newspaper had an article "People reflect that disaster relief money is paid lower than the norm", reflecting that many shrimp farming households affected by floods in 2024 received lower support money of about 1 million VND per household. At Huynh Thuong Cooperative (HTX), people were also suggested to support from 100,000 to 300,000 VND but the purpose of use was unclear.
After the reflection, Vinh Thuy Commune People's Committee issued an urgent document requesting the Cooperative to refund the entire self-collected amount, and at the same time review the collection, management and use of disaster relief funds in 2024 and 2025.
Mr. Thai Nam Son - Chairman of Vinh Thuy Commune People's Committee said that the locality has recovered more than 231 million VND, adjusted down more than 416 million VND and paid an additional 643 million VND to households in Quang Xa, Tien An, Huynh Ha, Huynh Thuong and Phan Hien villages.
