The Ministry of Health received an official dispatch from the Petition Committee - National Assembly Standing Committee on the proposal to respond to voters' petitions sent after the 8th session of the 15th National Assembly, in which voters of Quang Ngai province made a recommendation: Propose to study and develop a specific salary table for the health sector, in which it is necessary to qualify specific factors for the sector (training and fostering time to practice more than other sectors, high work pressure, toxic and dangerous working environment...).
It is necessary to supplement seniority allowances for health sector officials and civil servants, increase the starting salary for doctors and masters who have just graduated; increase the on-duty allowance for doctors, nurses and health workers.
Responding to voters, Minister of Health Dao Hong Lan said that regarding the construction of a salary table and raising the starting salary for doctors and masters who have just graduated, the Ministry of Health has reported to the Central Steering Committee on reforming salary policies, social insurance and incentives for meritorious people, the Ministry of Home Affairs proposed that the titles of doctors, preventive medicine doctors, and pharmacists when recruited be classified as salary level 2 for all positions.
When developing a professional salary table, the Ministry of Health issued Official Letter No. 1731/BYT-TCCB dated April 5, 2024 to the Ministry of Home Affairs proposing:
Add the main doctor (grade II), main preventive medicine doctor (grade II), main pharmacist (grade II) to Group 3;
Add the subjects of doctors (grade III), preventive medicine doctors (grade III), pharmacists (grade III) to Group 5.
Because these subjects have a long training period, the entrance score is often higher than other schools and they do professional internships during high-intensity study, with high exposure to disease sources and toxic and dangerous environments.
Require the volume of credit study of doctors, preventive medicine doctors, and pharmacists meeting the output standard to level 7; Require the volume of credit study of main doctors, general practitioners, and pharmacists meeting the output standard to level 8 as prescribed in Decision No. 1982/QD-TTg dated October 18, 2016 issued by the Prime Minister approving the national qualification framework for Vietnam. However, this content has not been considered.
The Ministry of Health will continue to propose this content after receiving instructions from the Government, the Prime Minister, the State Salary Steering Committee and the Ministry of Home Affairs.
Regarding the on-duty regime and allowances for health workers, Minister Dao Hong Lan informed that the Ministry of Health is currently drafting a Decree regulating a number of special allowance regimes, including on-duty regime for civil servants and employees in public health facilities; anti-epidemic allowance regime and support regime for health workers in villages, hamlets and residential groups; expected to be submitted to the Government in June 2025.
