The Hanoi People's Committee has just decided to transfer 30 medical centers under the Department of Health to the People's Committees of districts, towns and cities.
Medical centers under the People's Committees of districts, towns and cities will officially operate from October 1, 2024.
Regarding the transfer of all 30 medical centers to the management of the District People's Committee, Ms. Pham Ngoc Minh (Thanh Xuan, Hanoi) said: "What I want most is to improve the quality of service. Through that, the working process will be improved, procedures will be simplified to reduce waiting time and there will be more adequate equipment and machinery to meet the medical examination and treatment needs of the people."
In addition, people also hope that medical centers will pay more attention to primary health care, helping people detect diseases early. In addition, training to improve the capacity of medical staff is also worth paying attention to.
In addition to expectations, people are also concerned about issues when the transfer is made. Some people are concerned that medical examination and treatment costs may increase, causing many obstacles for people.
Mr. Le Van Trung (Thinh Quang ward, Dong Da district) expressed concern about the cost of medical examination and treatment. Because if the cost of medical examination and treatment increases, low-income people like him will face many difficulties in medical examination and treatment and accessing other medical services.
According to Lao Dong's research, after the medical center is transferred to the district, town, the Department of Health presides, guides, supervises, and inspects the medical center in terms of expertise and profession; grants licenses for medical examination and treatment activities, and approves the list of technical expertise.
The People's Committees of districts, towns and cities shall preside over and coordinate with the Department of Home Affairs, the Department of Health and relevant agencies and units to implement the contents of receiving the status quo of the medical center. Carry out the appointment of leadership and management positions according to their authority.
The People's Committees of districts, towns and cities guide the medical centers to arrange and organize the staff and workers working at the units; appoint leadership and management positions under the authority of the units and fully implement the policies and regimes according to regulations.
Direct the director of the medical center to receive all the center's finances and assets for management and use. On that basis, review, rearrange, and arrange the use of houses, land, and other assets according to the provisions of the law on public property and other relevant laws.
