According to information from the Social Insurance of Region I, as of June 2025, Hanoi will achieve a health insurance coverage rate of more than 95% of the population. The city is about to issue a policy to support the contribution level for many groups of disadvantaged people.
Currently, Hanoi has more than 8.17 million people participating in health insurance, excluding the armed forces, reaching 95.5% of the population. Compared to the same period in 2024, the number of participants increased by nearly 198,000 people, slightly exceeding the target assigned in 2025.
According to the report, the number of people participating in compulsory social insurance is 2,200,462 people, an increase of 125,177 people, an increase of 6.03% over the same period in 2024; accounting for 47.51% of the workforce of working age (exceeding 0.01% compared to the target assigned in 2025).
The number of people participating in voluntary social insurance is 112,293, an increase of 26,179, an increase of 30.87% over the same period in 2024; accounting for 3.51% of the workforce of working age (exceeding 0.01% compared to the target assigned in 2025).
The number of people participating in unemployment insurance is 2,133,021 people, an increase of 124,860 people, an increase of 6.22% over the same period in 2024; an increase of 9,365 people, an increase of 0.44% compared to May 2025; accounting for 45.03% of the age-old labor force (exceeding 0.03% compared to the target assigned in 2025).
The estimated social insurance, health insurance, and unemployment insurance revenue by the end of June 2025 is VND38,306 billion, an increase of VND6,793 billion, an increase of 21.56% over the same period in 2024.
The estimated expenditure on social insurance, health insurance, and unemployment insurance is VND 43,272.8 billion, up VND 5,783.9 billion, up 15.43% over the same period in 2024. Of which, monthly pension and social insurance allowance payments are VND 24,487 billion (the rate of payments through personal accounts reaches 99.04%); health insurance medical examination and treatment costs are VND 14,279.8 billion.
It is expected that in July 2025, the City People's Committee will submit to the People's Council a resolution to issue a resolution to support the entire health insurance payment level within 36 months for many vulnerable groups including: Members of households that have just escaped poverty or are near-poor; Elderly people from 70 to under 75 years old who do not have a health insurance card; People with mild disabilities, ethnic minorities who are subject to compulsory health insurance but do not have a card; Students in difficult circumstances; People from agricultural - forestry - fishery households with an average living standard.
The policy is expected to take effect from January 1, 2026.
