According to the Law amending and supplementing the Law on Health Insurance 2024 ( Law on Health Insurance 2024), from July 1, 2025, there are 9 groups of subjects whose health insurance contribution levels are supported by the state budget.
In Clause 4, Article 12 of the 2024 Law on Health Insurance, the group of subjects receiving state budget support for health insurance contribution includes:
- People from near-poor households.
- Students.
- People participating in the security and order protection force at the grassroots level.
- People from households engaged in agriculture, forestry, fishery and forestry have an average standard of living according to the provisions of law.
- Village and hamlet health workers; village and hamlet midwives.
- Part-time workers in villages and residential groups as prescribed by law.
- Ethnic minorities living in communes determined to no longer be in areas with difficult socio-economic conditions, especially difficulties, will be supported by the state budget to pay health insurance according to Government regulations.
- People awarded the title of People's Artist or Meritorious Artist according to the provisions of the Law on Cultural Heritage.
- Victims according to the provisions of the Law on Prevention and Combat of Human Trafficking.
Thus, compared to the provisions of Article 12 of the 2008 Law on Health Insurance and Clause 4, Article 12, the Law amending and supplementing a number of articles of the 2014 Law on Health Insurance, the new Law has added 4 more cases where the state budget supports the contribution level, including:
1. Village and hamlet health workers; village and hamlet midwives.
2. Part-time workers in villages and residential groups as prescribed by law.
3. The person awarded the title of People's Artist, Meritorious Artist.
4. Victims according to the provisions of the Law on Prevention and Combat of Human Trafficking 2011.
The 2024 Law on Health Insurance will officially take effect from July 1, 2025.
