Cases of stay are examined and treated with health insurance
Circular 01, effective from January 1, 2025, has many favorable provisions for health insurance participants in health insurance examination and treatment. In this Circular, the Ministry of Health provides guidance on regulations for people who do not receive medical examination and treatment at the original registered place due to changes in temporary residence or residence.
According to regulations, health insurance participants are entitled to 100% of the benefits when examining and treating at primary health insurance examination and treatment facilities, other than the place of initial health insurance examination and treatment registration, regardless of administrative boundaries.
This regulation applies to cases of staying for health examination and treatment under health insurance as prescribed in Clause 3, Article 22 of the Law on Health Insurance, which is the case where the health insurance participant changes his/her place of residence for less than 30 days and has declared his/her residence information as prescribed by the law on residence, including:
People on business trips to other provinces or centrally run cities (hereinafter referred to as provinces);
Students, university students, and trainees studying in another province during summer vacation, holidays, and Tet at home or during practice, internship, or study in another province;
Employees in other provinces during family leave;
Mobile workers in other provinces;
People going to another province to visit family members as prescribed in Clause 16, Article 3 of the Law on Marriage and Family.
Accordingly, in case a person registers for initial health examination and treatment under health insurance (at specialized and basic level medical facilities) and receives medical examination and treatment at a place other than the original registration due to a change in temporary residence or place of stay, he/she shall be examined and treated at a basic level medical facility suitable for the new temporary residence or place of stay and shall be paid by the health insurance fund as if he/she were at the correct place.
Thus, health insurance participants who change their place of residence for less than 30 days and have declared their residence information as prescribed when seeking medical examination and treatment at a place other than the original registration place will enjoy 100% of the benefits when seeking medical examination and treatment.

Regulations on health insurance examination and treatment procedures when changing residence or temporary residence
The Ministry of Health also guides in this Circular that in case of changing the place of residence, the health insurance participant must present to the health insurance medical examination and treatment facility the following documents on the change of place of residence:
- Business trip assignment documents and accommodation information have been updated on the level 2 electronic identification account on the VneID application.
- Student cards and residence information have been updated on the level 2 electronic identification account on the VneID application.
- Document on leave confirmed by the agency or unit managing the health insurance participant and updated residence information on the level 2 electronic identification account on the VneID application.
- Documents assigning or assigning mobile work tasks of the agency or unit managing health insurance participants and updated residence information on the level 2 electronic identification account on the VneID application.
- Documents showing family member relationships according to the law on marriage and family and updated residence information on the level 2 electronic identification account on the VneID application.
In case of changing temporary residence, the health insurance participant must present to the health insurance medical examination and treatment facility one of the following documents proving information on the change of temporary residence, including a receipt of temporary residence registration application or a notice from the competent authority to the temporary residence registrant about having updated temporary residence registration information or information on temporary residence registration on the level 2 electronic identification account on the VNeID application.
