Fake milk consumes through unofficial channels
The case of fake milk was destroyed by the Ministry of Public Security related to Rancher Pharma International Pharmaceutical Joint Stock Company and Hacofood Group Nutrition Joint Stock Company, with a large scale and a turnover of nearly VND 500 billion. These fake dairy products are mainly consumed through unofficial channels, making it difficult for inspection and management.
Mr. Tran Huu Linh - Director of the Domestic Market Management and Development Department (Ministry of Industry and Trade) said that on the destruction of fake milk production lines, the Ministry of Industry and Trade did not directly manage the products of these companies but only checked when detecting violations within functions. These products are mainly distributed through unofficial channels, making it difficult for the inspection.
In order to strengthen management, the Department of Management and Development of the domestic market will strengthen inspection and supervision of small -selling channels, e -commerce platforms, and social networks. At the same time, coordinate with the Ministry of Health and the Agriculture sector to prevent fake milk and do not guarantee quality. The Ministry of Industry and Trade will also review and propose to improve interdisciplinary coordination mechanisms to effectively handle commercial fraud and food safety violations.
Strengthen post -inspection
Assoc. The Vietnam Dairy Association called on functional agencies to strengthen inspection and handling of fake milk production and trading to protect consumers and confidence in the dairy industry.
The Association has sent a dispatch to the Ministry of Public Security, Health, Industry and Trade, Agriculture and Environment to strengthen the prevention of fake goods in the dairy industry. The status of fake milk production and trading, especially products for children, pregnant women and people with background disease, are increasing and mainly consumed through online channels.
Assoc. Prof. Dr. Tran Quang Trung - Chairman of Vietnam Dairy Association - said that fake milk products are currently mainly aimed at vulnerable objects such as children, pregnant women, the elderly and people with background illnesses. These products are often sold on online platforms, social networks, livestreams ... in the form of "panacea", making it difficult to control and handle many difficulties.
The Vietnam Dairy Association proposed the relevant ministries and branches to continue strengthening inspection, examination, investigation, post -inspection and thoroughly handling fake production lines, groups and distribution nationwide. The Association also pledged to accompany the authorities in providing information, professional support and propaganda to raise community awareness about the harmful effects of fake milk.
Pharmacist Nguyen Xuan Hoang - Vice Chairman of Vietnam Functional Food Association - said that, after nearly 7 years of implementation, many contents in Decree No. 15/2018/ND -CP, issued on February 2, 2018, guiding the implementation of a number of articles of the Law on Food Safety has revealed inadequacies, needs to be amended and supplemented to suit the reality and requirements for international integration.
The Ministry of Health is in charge of drafting the draft Decree amending and supplementing a number of articles of Decree No. 15/2018/ND-CP, detailing the implementation of a number of articles of the Law on Food Safety (draft amendments to Decree 15). One of the points mentioned that the management agency controls the records published by the business to avoid the situation of businesses that arrange the product by themselves in the wrong nature, self -advertising exaggeration of the product's use.
The draft regulates strict control of organizations and individuals to publish products; Supplement the product recipe to control quality for products of functional foods.
In addition, it is required to be published when changing the important factors of the product (individual organizations bring the product to the market, production facilities; origin; product name; component, component volume) and enhance control of product quality after announcement.
The draft Decree 15 still maintains the provisions of Decree No. 15/2018/ND-CP, organizations and individuals may produce and sell products immediately after their own publication. However, clearly stipulating the responsibilities of the competent state management agency, appointed by the provincial People's Committee to post a self -published dossier on the unit's website within 7 days from the date of receipt of the dossier; At the same time, it is necessary to review the dossier within 3 months after the organization or individual shall be published (on product classification, uses, objects, components) to ensure the product is published in accordance with the nature and regulations.
"The announcement of the composition and quantification of the active ingredients in functional food products has not been strictly defined, leading to false advertising and lack of transparency. He proposed to have additional circulars on quality standards and quantification of products, requiring businesses to clearly announce the content of components to ensure safety and efficiency for consumers," Pharmacist Nguyen Xuan Hoang emphasized.
