According to Lao Dong, at the end of July 2025, the People's Committee of Can Tho City (City) issued further denunciations against Specialist Doctor 2 Le Van Dat - Director of Can Tho City Dermatology Hospital. Notably, the content related to the payment of annual leave for Ms. T.D.H.
According to the People's Committee of Can Tho City, through the records, documents, and evidence provided by the Hospital and Ms. H, there is not enough basis to verify whether Ms. H will retire or not in 2023.

However, according to the above inspection and verification results, the 2022 - 2023 medical examination and treatment of Ms. T.D.H by the Department of Dermatology is inaccurate and untrue.
Moreover, in the Minutes of the Emulation and Reward Council meeting to consider and approve the list of civil servants and employees who do not take leave in 2023, the Director of the Hospital concluded that civil servants and employees who go to political school and go to school for a long time without using working days and hours will be considered; while according to the Training Plan of Can Tho University of Medicine and Pharmacy, in 2023, Ms. H has a schedule to study and practice clinics at the Hospital on working days (including working days) but will still be considered.
Therefore, the Hospital's based on the incorrect scoreboard of the Dermatology Department to consider paying for Ms. H's 2023 unledged leave is not in accordance with the conclusion of the Emulation and Reward Council.
Can Tho City People's Committee concluded that the accusation against Mr. Le Van Dat - Director of the Hospital - for paying annual leave fees that were not in accordance with regulations was well-founded and the accusation was correct.
In addition, Clause 4, Article 6 of the Hospital's 2023 Internal Expenditure Regulations stipulates that "For the Board of Directors, Heads, Deputy Heads, Departments and some specific positions due to the nature of work not being entitled to leave during the year, overtime pay is calculated according to the annual leave regime, paid according to Circular No. 141/2011/TT-BTC dated October 20, 2011 of the Minister of Finance" which is not in accordance with the provisions of Article 2 of the above Circular regulating the annual leave payment regime for cadres, civil servants, public employees, and contract workers according to the provisions of law working in state agencies and public service units; Internal spending regulations have not been signed and confirmed by the Trade Union organization according to regulations.
For the above contents, the People's Committee of Can Tho City determined that the responsibility belongs to the Hospital Director, the Deputy Director in charge, the individuals performing the job search and related individuals under the Department of Dermatology, the Emulation and Reward Council in 2023.
Previously, the City People's Committee also concluded the case of the City Dermatology Hospital using topical cosmetics to inject into the patient's face as reported by Lao Dong Newspaper.
Through the inspection, the Hospital treated patients' phlegm and skin rejuvenation using a nutrient injection machine from 2019 to the time of stopping use, but did not issue a procedure and did not have the technical list approved by the Department of Health according to regulations.
Also according to the conclusion of the People's Committee of Can Tho City, Mr. Dat showed signs of covering up Ms. T.D.H in the proposal to use cosmetics to inject into the skin with a nutrient machine. The accusation is well-founded and the accusation is correct.
