On June 7, 2025, in Xuan Phu ward (Thuan Hoa district, Hue city), a particularly serious murder case occurred, killing two people and seriously injuring one.
The perpetrator is Phan Van Ph. (born in 1992, residing in Cu Lac village, Quang Loi commune, Quang Dien district, Hue city).
According to the investigation agency, Ph. used to work as a car repairman in Quang Ninh, then moved to Nghi Son, Thanh Hoa from May 2025. On June 3, Phu returned to Hue to visit his family.
At around 7:00 a.m. on June 7, Phu went to the house of his ex-wife - Ms. Tran Thi Kim Ch. (born in 1994, residing at 5/14 Van Cao, Xuan Phu ward) to ask to take his children home to play before returning to the North to work.
When refused, Phu used a knife to attack 3 people: Ms. Tran Thi Kim Ch. (ex-wife), Ms. Nguyen Thi Ch. (born in 1972, Ms. Ch.'s mother.) and Mr. Tran H. (born in 2004, younger brother of Ms. Ch. )
Immediately after committing the crime, Phu went to Xuan Phu Ward Police to surrender. The victims were taken to Hue Central Hospital for emergency treatment by local people and authorities. However, Ms. Ch. and Ms. Ch. has died, and Mr. H. is receiving intensive treatment.
The leaders of Hue City Police were present at the scene, directing professional units to conduct an investigation, collect evidence, take witness statements and coordinate with local authorities to stabilize the situation, support the family in handling the funeral.
Initial test results determined that Ph. was negative for drugs and alcohol concentration.
The case is being further investigated and handled by the Investigation Police Agency of Hue City Police in accordance with the law.
