According to QCVN 09:2024, specialized cars transporting children and students must comply with the requirements of technical safety and environmental protection when manufactured and imported, including clear regulations on equipment to prevent children from being left behind in the vehicle.
For passenger cars used for transportation combined with picking up and dropping off students today, according to the provisions of the Law on Road Traffic Order and Safety, this vehicle is also required to install additional equipment to prevent children from being left in the vehicle.
In fact, the current design is not completely similar to the instructions in QCVN 09:2024 of the Ministry of Transport (now the Ministry of Construction) on the quality of technical safety and environmental protection for cars. According to the standards, the identification symbol for school buses is a square shape of 350x350mm, without the words "School Bus". This may be the reason why the current size of the identification symbol is larger, making it difficult for drivers to observe. Therefore, the authorities need to guide businesses in choosing pick-up and drop-off vehicle identification symbols in accordance with regulations, both increasing vehicle identification and ensuring traffic safety.

Dr. Khuong Kim Tao, former Deputy Chief of Office of the National Traffic Safety Committee, said that when school buses have identification sets, it is necessary to study the priority mechanism for this type of vehicle in organizing, dividing traffic, regulating traffic, as well as arranging stops and parking in school areas and on the bus routes to pick up and drop off students.
In addition, schools and transportation businesses need to coordinate closely in managing the process of picking up and dropping off children, complying with the regulation on having to arrange at least one child manager on the vehicle. For cars with 29 seats or more, it is mandatory to have at least two managers.
Specialized cars for picking up and dropping off children and students, when manufactured and imported, must comply with the requirements of technical safety and environmental protection in QCVN 09:2024, which clearly stipulates the equipment to prevent children from being left behind in the vehicle.
This equipment is not in the group of spare parts that must have national technical regulations and announce the regulations. Therefore, the equipment manufacturing unit is responsible for self-declaration and responsibility for product quality standards.
A representative of the Department of Motor Vehicle Quality - Vietnam Register said that reputable manufacturing units often coordinate with agencies and units with product quality certification functions to check and certify quality. When a transportation business buys a product, it can ask the seller to provide full equipment according to regulations.
