According to Associate Professor, Dr. Nguyen Dinh Tho - Deputy Director of the Institute of Strategy and Policy on Agriculture and Environment (Ministry of Agriculture and Environment), in regulations on administrative procedures related to land, especially for planning and land use plans, there are currently many contents under the authority of district-level authorities. Therefore, when switching to the two-level local government model (provincial and commune levels), it will be necessary to adjust all procedures and order related to the authority of the previous district level.
