On August 27, at the 4th Session (specialized session), the Ho Chi Minh City People's Council considered and approved the list of projects organized to be implemented before investigation, survey, record of current status, measurement, inventory, statistics, classification of land area expected to be recovered and assets attached to land; and at the same time determine the origin of land and assets on land.
The list proposed by the Ho Chi Minh City People's Committee includes 78 projects, including 4 metro projects, 17 transportation projects, 50 urban embellishment projects, environmental improvement projects and 7 education projects.
The total estimated cost is about 207 billion VND. Of these, 69 projects are expected to complete preparations in the fourth quarter of 2026 and 9 projects will be completed in the first quarter of 2027.
4 metro projects are on the list, including the Binh Duong New City - Suoi Tien Metro line, about 32km long, including 19 elevated stations and Phu Chanh depot. Total estimated investment is about 2.18 billion USD.
The route passes through 7 wards including Binh Duong, Phu Loi, Thuan Giao, An Phu, Tan Dong Hiep, Di An and Dong Hoa.
The project has a total capital of more than 46,7 billion VND, of which compensation, support and resettlement costs are about 6,679 billion VND.
The Thu Dau Mot - Ho Chi Minh City Metro line is about 35.1km long, connecting Binh Duong area with the center of Ho Chi Minh City.
The entire route passes through 18 wards including Binh Duong, Phu Loi, Thu Dau Mot, Thuan An, Thuan Giao, Lai Thieu, Binh Hoa, Tam Binh, Hiep Binh, Binh Loi Trung, Binh Quoi, Binh Thanh, Gia Dinh, Thanh My Tay, Saigon, Xuan Hoa, Ben Thanh and Ban Co.
The project has a total capital of about 118. 598 billion VND, of which compensation, support and resettlement costs are about 15. 671 billion VND.
Metro No. 6 (Tan Son Nhat - Phu Huu) is nearly 23km long, passing through 13 wards including Tan Son Nhi, Tan Binh, Tay Thanh, Tan Son, Tan Son Hoa, Duc Nhuan, Hanh Thong, Binh Loi Trung, Hiep Binh, Thu Duc, Tang Nhon Phu, Phuoc Long and Long Truong.
The project has a total capital of more than 86,529 billion VND, of which compensation, support and resettlement costs are about 18,182 billion VND.
Metro line No. 3 (Vung Tau - Ba Ria - Phu My) is about 40km long, passing through 3 wards and communes: Vung Tau, Ba Ria and Phu My.
The project has a total capital of more than 127,645 billion VND, of which compensation, support and resettlement costs are about 8,290 billion VND.
For a long time, investigation, survey, measurement, and inventory work has only been carried out after the commune-level People's Committee issued a land recovery notice. The time from the notice to the land recovery decision is a maximum of 60 days for agricultural land and 120 days for non-agricultural land.
This process prolongs compensation, support, resettlement and site handover at large projects, affecting the implementation progress.
Reporting on the appraisal of the submission, the Urban Committee of the Ho Chi Minh City People's Council said that allowing the prior implementation of investigation, survey, measurement, and inventory steps will help the city proactively collect data on land, assets and the current status of land use, thereby shortening the time for compensation, support, and resettlement when the project meets the conditions.
However, the list approved by the Ho Chi Minh City People's Council does not replace the conditions, bases and procedures for land recovery according to legal regulations. Projects must still complete complete legal documents before implementing the next steps.
From October 1, 2026, according to the Law on Urban Development, the authority to decide on this list will belong to the Ho Chi Minh City People's Committee. The consideration at this session aims to create conditions for the city to proactively prepare resources, data and accelerate the progress of key projects.
