The Ministry of Agriculture and Environment has just announced the conclusion of Acting Minister Tran Duc Thang at the meeting on law-making and institutional improvement.
In which, the Department of Land Management is assigned to urgently receive and complete the dossier of the Draft Law amending and supplementing a number of articles of the 2024 Land Law to ensure conditions for submission to the National Assembly for consideration and approval at the 10th Session (October 2025);
Urgently accept the opinions of Government members to complete and submit to the Government to issue a Decree amending and supplementing a number of articles of the Decrees detailing the implementation of the Land Law.
Complete the development and submission to the Government for promulgation of a Resolution to remove difficulties and obstacles in the implementation of projects while waiting for the adjustment of the National Land Use Plan for the period 2021 - 2030, with a vision to 2050. Complete in August 2025.
Assign the Department of Environment to coordinate with the Legal Department to supplement a number of amendments and supplements to the Law on Environmental Protection in the Draft Law amending and supplementing a number of articles of relevant laws on agriculture and environment; at the same time, develop a plan and propose comprehensive amendments to the Law on Environmental Protection in 2026.
Assign the Vietnam Geological and Mineral Services to proactively coordinate closely with relevant units of the Ministry of Justice during the appraisal of the draft Resolution of the Government promulgating specific mechanisms and policies to remove difficulties and obstacles in implementing the Law on Geology and Minerals and the draft Law on amending and supplementing a number of articles of the Law on Geology and Minerals; promptly report to the Ministry's leaders to direct timely handling of remaining problems.
The Legal Department shall preside over and coordinate with relevant units to advise and propose the 16th National Assembly Program (2026 - 2030) to ensure a reasonable allocation of legislative tasks throughout the term, avoiding the situation of concentrating many draft laws in one year or in the last year of the term.
Assign the Legal Department to submit to the Ministry's legal documents, based on the prepared documents of specialized units; at the same time, strengthen monitoring and urging the progress of construction and submission of legal documents according to the Ministry's Work Program.
Preside over and coordinate with the Ministry's Office to advise the Ministry's leaders to periodically organize thematic meetings on law-making, in order to improve the quality, progress and efficiency of the work of developing legal documents.
