According to information from the Lang Son Provincial Inspectorate, the two projects included in this inspection are both projects that were expected to contribute to improving infrastructure and urban beautification, but now have become "bottlenecks" in the development flow.
Specifically, the project to renovate the foundation, road surface and works on the section Km8 - Km29 and Km40 - Km66 on National Highway 4A, invested by the Department of Transport (now the Department of Construction); and the project of the resettlement and residential area of Nam Nguyen Dinh Chieu, the old Lang Son City (now Dong Kinh Ward), implemented by a joint venture of Thanh Son Construction Joint Stock Company and Long Thinh Trading Joint Stock Company.
This inspection is determined to find out the reason for the project's delay and prolonged problems.
In addition, the inspection force will also focus on detecting policy loopholes, thereby proposing amendments and supplements to improve the legal system. In case of violations, the violation of the law will be clarified and strictly handled.
The inspection content will focus on hot spots that are prone to violations: from approving investment policies, establishing and appraising projects, selecting investors, signing contracts, to capital allocation, settlement, land allocation, change of land use purpose, determination of land prices and financial obligations.
The inspection period lasts from the project's launch until July 1, 2025. In necessary cases, the inspection team can expand the scope to the stages before or after this time frame.
According to the plan, the Chief Inspector of the province will issue an inspection decision and implement it, and at the same time advise the Provincial People's Committee to report the results to the Government Inspectorate before September 20, 2025.
To ensure objectivity and transparency, units such as the Department of Construction, the Department of Finance, the People's Committee of Dong Kinh Ward and related organizations and individuals will have to closely coordinate with the Provincial Inspectorate. During the implementation process, if any problems arise, the Provincial Inspectorate is responsible for promptly reporting to the Chairman of the Provincial People's Committee and the Government Inspectorate for guidance on handling.
