In November 1996, the 10th session of the 9th National Assembly issued a Resolution to separate Ha Bac province to re-establish Bac Giang and Bac Ninh provinces. The two newly re-established provinces officially operated from January 1, 1997.
After nearly 30 years of re-establishment, Bac Ninh and Bac Giang have had a breakthrough development, becoming the industrial center of the country.
At the same time, these two provinces are also assessed by the Ministry of Construction as bright spots in developing social housing for workers and low-income people.
Specifically, up to now, Bac Ninh province has implemented 54 social housing projects; of which 16 projects have been completed or partially completed to meet about 10,200 apartments.
Implementing the 1 million apartment project, from 2021 to 2024, the whole province has 10 completed projects, meeting about 7,025 apartments. Of which, 16 projects have been granted construction permits and are under construction investment.

According to the target assigned by the Prime Minister, Bac Ninh province must complete the goal of building 10,686 social housing units in 2025.
After reviewing 16 projects that have been granted construction permits and are under construction investment, Bac Ninh province strives to complete the goals assigned by the Prime Minister.
In addition, in the first quarter of 2025, the Provincial People's Committee approved the investment policy for 5 Urban Area projects with a 20% land fund to invest in the construction of social housing, with a total area of social housing land of 29.7 hectares, meeting about 12,500 apartments. Up to now, steps are being taken to bid to select investors.
In Bac Giang, from 2021 to present, the province has implemented 14 social housing projects for workers and low-income people, with a total land use scale of 60.56 hectares, a total investment of about 19.7 trillion VND, and a total of 29 thousand apartments expected to be formed in 14 projects.
Currently, 2 projects have been completed with about 2.9 thousand apartments; 1 project has completed housing projects with about 2.1 thousand apartments; 6 projects have been granted construction permits and are under construction with about 8,500 apartments.
In 2025, the province will focus resources on implementing the project to speed up the progress, striving to complete nearly 5,600 apartments.
According to the draft Resolution of the National Assembly Standing Committee drafted by the Ministry of Home Affairs, Bac Ninh and Bac Giang are on the list of 52 provinces and cities subject to merger according to new criteria.
