Gia Lai voters highly appreciate and agree with the policy of eliminating temporary and dilapidated houses of the Party and State, considering this a humane and practical policy, demonstrating deep concern for the lives of people, especially policy beneficiaries and poor households.
However, voters believe that according to the provisions of Article 1 of Decision No. 55/QD-BXD dated January 20, 2025 of the Ministry of Construction, "Temporary houses and dilapidated houses are houses built on residential land without disputes...".
Accordingly, residential land is the type of land recognized on the red book, the subjects are households with difficult economic circumstances, although they are living stably on the land without disputes, not in the planning area, but due to the lack of conditions to carry out procedures for granting red books, residential land will not be subject to policy support. Therefore, voters recommend that the Ministry of Construction and relevant agencies study and adjust.
After studying, the Ministry of Construction responded as follows:
Regarding this content, on November 16, 2024, the Government Office issued Document No. 523/TB-VPCP announcing the conclusion of Prime Minister Pham Minh Chinh at the first meeting of the Central Steering Committee to implement the elimination of temporary and dilapidated houses nationwide; in which there is a directive: "Regarding land for housing construction: Agree on the policy of supporting the construction of houses on residential land without disputes".
Implementing the direction of the Prime Minister, Article 1 of Decision No. 55/QD-BXD dated January 20, 2025 on guiding the criteria for temporary and dilapidated houses, the Ministry of Construction stipulates: "Temporary houses, dilapidated houses are houses built on residential land without disputes, not subject to the provisions of Article 2 of this Decision" and meet a number of other criteria.
In document No. 158/TB-VPCP dated April 5, 2025, announcing the conclusion of Prime Minister Pham Minh Chinh at the third National Online Meeting of the Steering Committee for the implementation of the elimination of temporary and dilapidated houses nationwide, the Prime Minister assigned the Ministry of Agriculture and Environment to preside over and coordinate with relevant ministries and agencies to guide localities in arranging land for housing construction for households with housing difficulties; to be completed in March 2025.
In order to carry out the assigned tasks, the Ministry of Agriculture and Environment issued document No. 1066/BNNMT-QLD dated April 14, 2025 guiding localities to arrange land for housing construction for households with housing difficulties.
The Ministry of Construction recommends that localities study and implement; in case of difficulties and problems, it is recommended to discuss with the Ministry of Agriculture and Environment for guidance and resolution.
