The People's Committee of Khuong Dinh Ward has just organized the awarding of Certificates of land use rights and ownership of assets attached to land (red books) to Thai Ha Development Investment Joint Stock Company and Nam Son Invest Urban Joint Stock Company.
Speaking at the certificate awarding ceremony, Chairman of Khuong Dinh Ward People's Committee Nguyen Sy Doan said that the ward has a natural area of 3.1km2 and a population of more than 86,000 people.
Immediately after its establishment, the Party Committee and ward leaders have paid attention to directing the apparatus to operate basically smoothly and continuously, thoroughly grasping the motto of cadres being close to the people, serving the people, and solving people's problems. In particular, the issuance of Land Use Rights Certificates (red books) is identified as one of the key tasks to ensure the legitimate rights of the people.
After the new apparatus was put into operation, the People's Committee of Khuong Dinh Ward received a proposal for land allocation from two enterprises to implement a housing construction project for officers and soldiers of the People's Public Security force.
The work of allocating land and granting red books to organizations is a new task, previously under the authority of the City People's Committee. To implement decentralization, the ward leaders have closely directed professional staff to study legal documents, consult with departments and branches to implement them in accordance with regulations.
Dinh Cong Ward (Hanoi City) has also just held a ceremony to hand over red books to the household of Mr. Nguyen Xuan Hao - Ms. Do Thi Hang.
This is the first case of fulfilling financial obligations to the State and being granted a land use right certificate in Dinh Cong ward when implementing the 2-level local government.

Ms. Do Thi Hang said that her family started registering to make a red book nearly 6 years ago, but encountered many problems in the process of completing the procedures.
"After implementing the two-level government, I found the progress to be smoother, the staff is very responsible and all stages are resolved quickly and in accordance with regulations" - Ms. Hang said at the first red book reception after nearly 6 years of waiting.
Chairman of Dinh Cong Ward People's Committee Nguyen Tuan Anh said that immediately after operating the two-level government, Dinh Cong Ward People's Committee received 152 applications for granting red books from households, individuals and organizations.
Of which, more than 70 records have been publicly posted, 82 records are being reviewed for land use origin and 6 records are completing financial obligations to receive certificates.
According to Mr. Nguyen Tuan Anh, operating the two-level government model, land management in general, and the issuance of red books have had clear changes. Ward officials identified this as not only an administrative task, but also a testament to the administrative reform and dedication of local authorities in ensuring the legitimate rights of the people.
Mr. Nguyen Tuan Anh said that the work of issuing red books in Dinh Cong ward cannot avoid difficulties. Many records have been pending for a long time due to problems with land origin, lack of legal documents, or failure to fulfill financial obligations. Some cases of land granted since the 1980s, such as Ms. Do Thi Hang's family, have caused many obstacles in verifying information.
In fact, over the past two months, since the two-level local government model came into operation, many administrative procedures, including land procedures, have been implemented quickly and smoothly at the commune and ward levels. However, besides the positive results, there are still problems that make people worried.
Ms. Nguyen Thi Thu (character's name has been changed), residing in Tay Mo ward, reported: On December 30, 2024, she submitted an application for a first red book at the one-stop department of Nam Tu Liem district (old).
After that, the cadastral officer informed that the land plot had to be re-measured. Since the authority was transferred to the People's Committee of the commune and ward, the ward officials said that her file was an old file and needed to be re-worked from scratch.
"Currently, the procedures for granting red books have been simplified and shortened compared to before, but my application has not been completely resolved for a long time," Ms. Thu expressed.
To support citizens, from July 1, the Hanoi Bar Association has arranged lawyers and personnel to work directly at the ward, providing free legal advice on land, contributing to shortening the time to process documents.
Lawyer Tran Thi Ngoc - legal consultant in Hong Ha ward said: "Among the checked records, the prominent issue is the procedure for granting red books for the first time. Most of the people do not have documents proving the origin of the land or land use rights. There are cases where there is only handwritten paper, even a photo".
