Implementing Plan No. 515/KH-BCA-BNN&MT dated August 31, 2025 on implementing the Campaign to enrich and clean up national land databases, the Department of Land Management (Ministry of Agriculture and Environment) has developed a system of guidance documents sent to localities and issued a Document to the Departments of Agriculture and Environment of localities to ensure consistency and synchronization in the implementation process.
In this document, the Department of Land Management has instructed the collection of information on types of certificates and the construction of land and housing data for areas where a database has not been built.
The general requirement is to guide the collection of certificates of land use rights and house ownership rights and ID cards/Citizen identification cards of land users and home owners for places where a land database (LDL) has not been built; Establish an initialDL for residential land plots and houses that have been granted certificates but have not yet been built a LandDL; authenticate information of residential land users and houses through the National PopulationDL.
Collecting information from the certificate
The information to be collected for residential land plots and houses that have been granted certificates, ID cards/CCCDs of land users and owners of assets attached to land, including the following information fields:
a) Group of information about land plots
- Land plot code;
- Code of commune-level administrative unit;
- Map sheet number;
- Number of land plots;
- Types of land/use;
- Area;
- Land plot address;
- Forms of use;
- Land use term;
- Origin of land use;
- Information on land plot location coordinates.
b) Group of information on land users and owners of assets attached to land
- Full name and address;
- Month of birth;
- Gender of the user;
- Personal identification number;
- Permanent residence address of the user.
For users who are organizations, enter the following information fields:
- Organization identification number (for owners who are agencies or organizations);
- Organization name (for owners who are agencies or organizations);
- Full name and name of legal representative (for owners who are agencies or organizations);
- Identification number of legal representative (for owners who are agencies or organizations).
c) Group of information on assets attached to land
For individual housing:
- Types of housing;
- Construction area;
- floor area;
- Forms of ownership;
- Ownership period;
- Ranking.
For apartment buildings:
- type of housing (household);
- names of apartment buildings;
- Area of apartment floor space;
- Forms of ownership;
- Ownership period;
- items owned together outside of apartments.
d) Group of information on certificates (Cards)
- GCN code;
- License plate issuance number;
- date of granting GCN;
- Number in the GCN issuance book;
- file GCN scan (PDF/A).
Currently, the 5-day campaign to clean up land data according to plan 515 on implementing the enrichment and cleaning campaign of the national land database of the Ministry of Agriculture and Environment and the Ministry of Public Security is being implemented.
According to Plan 515, the campaign to enrich and clean up land databases will be implemented for 90 days, from September 1 to November 30, 2025, nationwide. The focus is on two tasks: cleaning and standardizing all land data that has been built through the periods; collecting and digitizing data for issued Land and Housing Certificates but not yet included in the database.
