Prime Minister Pham Minh Chinh has just signed Directive No. 24/CT-TTg dated September 13, 2025 on promoting the implementation of technological solutions to serve people and businesses associated with population data, identification and electronic authentication.
In the directive, the Prime Minister requested ministries, branches, and People's Committees of provinces and cities to preside over and coordinate with the Ministry of Public Security to urgently review, evaluate, and restructure professional processes, and reduce the content of documents for 324 administrative procedures integrated on VNeID to replace physical documents and 196 administrative procedures with data sources being exploited from ministries and branches to cut, simplify administrative procedures, and complete in September 2025.
Amend, supplement, promulgate or advise competent authorities to amend, supplement and promulgate legal documents specifically regulating the issuance of 31 essential documents of individuals and 8 essential documents of organizations and enterprises via the VNeID application.
Only issue physical documents when citizens request, and pay fees related to the production, printing, and issuance of physical documents, to be completed in September 2025.
Based on the list of proposed documents to be integrated into VNeID by the Ministry of Public Security (including 188 of individuals and 390 of organizations), ministries, branches and localities study the integrated plan and roadmap, to be completed in November 2025.
thoroughly grasp and direct cadres, civil servants and public employees to absolutely not require citizens to submit or present documents with integrated information on the VNeID application or in connected and shared databases when performing administrative procedures.
Organize propaganda for individuals and organizations to proactively check, synchronize, and integrate documents under their management authority into VNeID accounts for use when conducting transactions, to be completed in September 2025.
Coordinate with the Ministry of Public Security to deploy solutions to integrate and share data on the results of handling electronic administrative procedures for organizations and individuals on the VNeID application, to be completed in October 2025.
The Directive also clearly states that non-state agencies, organizations and individuals when receiving and handling civil and commercial transactions and other activities in social life do not require citizens to submit or present the original or copies of documents and papers integrated on VNeID when citizens have presented corresponding information from VNeID.
Ministers, heads of ministerial-level agencies, heads of government agencies, Chairmen of People's Committees of provinces and cities organize the implementation and direct agencies, organizations and units under their management to strictly implement this Directive.
The Prime Minister assigned the Ministry of Public Security to preside over and coordinate with the Government Office to monitor, urge, inspect, and report to the Prime Minister on the situation and results of the implementation of the Directive to implement rewards or criticism, and review the responsibilities of heads of units when tasks are delayed or delayed at regular monthly Government meetings.
