The People's Committee of An Giang province proposed and proposed that the Ministry of Construction standardize the electronic construction licensing process and integrate the entire application onto the National Public Service Portal; agree on the format of electronic drawings submitted online.
Regarding the above content, the Department of Economics - Construction Investment Management (Ministry of Construction) has the following opinion:
In Notice No. 35TB/TGV dated July 11, 2025, the Central Steering Committee on the development of science, technology, innovation and digital transformation assigned ministries and branches: Conserve and coordinate with the Ministry of Public Security, the Ministry of Finance, the Ministry of Science and Technology, the Government Office and localities on the basis of the results of restructuring administrative procedures, implementing the construction and provision of online public services under the authority of the provincial and commune levels according to the centralized and integrated model on the National Public Service Portal, ensuring unity, synchronization, easy implementation, helping to save time, effort, costs and avoid overlapping investments. Complete before January 1, 2026".
In order to carry out the assigned tasks, the Ministry of Construction assigned the Information Technology Center to deploy the construction of an Information System for handling administrative procedures under its management according to a centralized model from the central to the provincial and commune levels.
In particular, for administrative procedures for granting construction permits, the Ministry of Construction will study to aim at the problem of comprehensive licensing appraisal and provide specific instructions on procedures, documents, and electronic construction design drawings submitted online through the National Public Service Portal.
To meet the standardization of the electronic construction licensing process and integrate the entire process into the National Public Service Portal, the Ministry of Construction assigned the Information Technology Center to deploy the construction of an information system and national database.
The system is expected to be put into operation from January 1, 2026 and support localities in the process of handling administrative procedures related to the field of construction licensing.
Accordingly, the system supports GIS, CAD, SCAN (PDF, TIFF), BIM (IFC) data formats, photo file formats such as JPEG, PNG to serve appraisal and construction permit procedures.
In the current implementation period, it is recommended that the People's Committee of An Giang province propose/request investors to submit documents during the construction licensing process with the above formats to serve the work of archiving, exploiting and ensuring the meeting of data information that needs to be managed on the construction public service provision systems and the national information system and database on construction activities.
