On September 10, Mr. Pham Quoc Huy - Executive Director of the Vinh Hao - Phan Thiet Expressway Project, Deputy Director of Project Management Board 7 (Ministry of Construction) said that he had sent a petition to Lam Dong Provincial People's Committee to propose resolving the existing problems and problems related to site clearance for the Vinh Hao - Phan Thiet Expressway items.
According to Mr. Huy, after the Vinh Hao - Phan Thiet expressway was put into operation, the units continued to construct items to best serve people and vehicles traveling on the route such as: Rest stops and Traffic monitoring and operation system - ITS.

The Vinh Hao - Phan Thiet Expressway plans 2 locations as rest stops at Km205+092 and Km144+560. The rest stop at Km205+092 is under construction.
At Km144+560, the locality has only handed over a part of the site of about 1.67/10.86 ha, the remaining area cannot determine the time to hand over the site for construction. Due to the small, un continuous site, the contractor has not been able to carry out the construction.
Similarly, the traffic turning road item under the Traffic Management Monitoring System at Cho Lau, Dai Ninh, and Ma Lam intersections has not yet been handed over. The reason is that local authorities do not accept deposit applications, waiting for specific instructions.
This puts the construction progress at risk of being delayed compared to the requirements for putting the project into operation by the end of 2025.

Regarding site clearance capital, the total allocated capital is 113.4 billion VND. However, up to now, only 8.82 billion VND has been disbursed, the remaining amount must be disbursed before the end of 2025, and the capital cannot be extended to the following year.
The settlement of site clearance capital has not yet been completed. Some items have not completed the procedures for submission, while the Ministry of Construction requires completion by September 2025 at the latest.
To ensure progress, Project Management Board 7 requested Lam Dong Provincial People's Committee to direct relevant departments, branches and localities to focus on removing obstacles.
With the Km144+560 rest stop, it is necessary to promptly resolve the dispute, and at the same time mobilize people to hand over at least 2 hectares of land continuously in September to promptly deploy essential items.

For locations of the road turning around vehicles, Project Management Board 7 recommends that departments and branches have clear instructions for the commune to coordinate in reclaiming land, mobilizing people to agree, ensuring the completion of construction in October 2025 and putting it into operation by the end of the year.
With site clearance capital, the local Board requested to speed up the disbursement progress this year. Otherwise, the locality will have to balance and allocate capital to pay for unfinished and undisbursed work contents
The Vinh Hao - Phan Thiet Expressway is more than 100 km long through Lam Dong province, opened to traffic from May 2023, and is a section of the North - South Expressway in the East. The route has 4 lanes, with a maximum speed of 90 km/h.
