Hai Phong City Department of Construction has just sent a document to the People's Committee and Police of Le Thanh Nghi, Thanh Dong, Hai Duong, Ai Quoc, Viet Hoa, Nam Dong, Tan Hung, Thach Khoi, Tu Minh wards regarding the situation of buying and selling, transferring not in accordance with regulations at the Ta Quang Buu Apartment Complex Project (now belonging to Le Thanh Nghi ward, Hai Phong City).
According to people's reflections, at the Ta Quang Buu Apartment Building project, there is a situation where some organizations and individuals advertise for sale, receive deposits, reserve seats, transfer "purchase rights", "purchase rights", "diplomatic rights" of social housing apartments; sign handwritten documents, power of attorney, capital contribution agreements, buy-sell promises... not in accordance with authority and contrary to legal regulations.
These acts pose a risk of causing damage to people, affecting the implementation of social housing policies and the management and use of public assets.
Hai Phong Department of Construction said that the Ta Quang Buu Apartment Building Project includes CT1 building with 240 apartments and CT2 building with 150 apartments, a total of 390 social housing units, each unit with an area of about 45m2 to 62m2.

The project is invested with public investment capital from the provincial budget, to serve the relocation of eligible households living in old collective housing and apartment buildings that have deteriorated and do not ensure safe use in Hai Duong City in the past such as Binh Minh Collective Housing Area, Pump Collective Housing Area, and Porcelain Collective Housing Area.
Hai Phong Department of Construction warns that the Housing Law and the Real Estate Business Law strictly prohibit acts of advertising for sale, transferring "purchase rights", "purchase rights", receiving deposits, holding seats, making handwritten papers, capital contribution contracts, and authorization agreements contrary to regulations.
Documents arising from these transactions are not recognized by law, do not generate ownership rights, participants are at risk of losing the entire amount of money transacted and their rights are not protected.
To prevent violations, the Department of Construction requests the People's Committees of wards to strengthen propaganda and publicly list information about the project; Ward police coordinate to grasp the situation, promptly detect and handle acts with signs of fraud and illegal brokerage.
At the same time, people are advised not to transact, not to transfer money, not to sign social housing purchase and sale documents at the project through individuals or organizations not authorized by competent authorities; only contact the People's Committees of wards or the Department of Construction for official guidance.
