The information was stated by the Ministry of Construction at the Conference to disseminate the Construction Law No. 135/2025/QH15 and guiding decrees for implementation, organized in a direct combined online form nationwide on June 29.
Deputy Minister of Construction Bui Xuan Dung affirmed that the new Construction Law was promulgated to further improve the investment and business environment, reduce compliance costs, simplify administrative procedures and remove obstacles arising in construction investment practice.

To implement the law, the Government has issued 6 decrees guiding the management of construction investment costs, construction quality, construction materials, construction contracts, conditions for construction capacity and management of construction activities.
On that basis, the Ministry of Construction also issued 8 circulars and one decision announcing the construction contract model. All these documents will simultaneously take effect from July 1st" - Deputy Minister Bui Xuan Dung informed.
One of the notable changes is the reform of construction permit procedures. According to new regulations, state management agencies only carry out control once for each project or work from the preparation stage to the commencement.
Projects that have been appraised by specialized agencies for feasibility study reports will be exempt from construction permits. For cases where permits are still required, procedures will be carried out online, dossiers and conditions will be simplified, and the expected resolution time will not exceed 7 days.
Along with that, the Law also amends the project management model, replacing specialized and regional project management boards with the "Construction Investment Management Board" model, and at the same time combining the remaining management forms into "investor organizing project management".
This change aims to increase proactiveness, flexibility and suitability with the two-level local government model. In the field of construction capacity management, new regulations abolished the requirement that businesses must have competency certificates, and at the same time reduced some areas that no longer require professional certificates for individuals" - Deputy Minister Bui Xuan Dung emphasized.
Another new content is the construction of a National Information System and Database on construction activities to "identifie" projects, serving digital transformation in state management and public service provision. The Law also supplements regulations on construction order management in the direction of strengthening post-inspection, encouraging the development of green buildings, using environmentally friendly materials and applying science and technology in construction activities.
At the conference, discussing Decree No. 217/2026/ND-CP detailing a number of articles of the Construction Law on construction activity management, Mr. Bui Van Duong - Deputy Director of the Department of Economic - Construction Investment Management shared that this new Decree aims to innovate management methods and suit the 2-level local government model. The highlight is the simplification of administrative procedures and synchronization of laws.

The content that many businesses as well as public opinion are interested in is the exemption of construction permits. According to Mr. Duong, this content is built on the basis of inheriting and updating some cases (effective from January 1, 2026).
The exemption of construction permits is based on the principle "each project, from the project preparation stage to the construction commencement, only has to carry out 1 administrative procedure. In addition, it is also clarified about individual houses under 7 floors; level IV in rural areas and belonging to areas without/not yet having one of the types of urban-rural planning, architectural management regulations.
