Three state-owned apartment complexes are Hoa Cuong Specialty Complex (Hoa Cuong Bac Ward, Hai Chau District), Thuan Phuoc Apartment Complex (Thuan Phuoc Ward, Hai Chau District), and Hoa Minh Apartment Complex (Hoa Minh Ward, Lien Chieu District) with 18 blocks and 648 apartments.
In particular, Hoa Minh apartment building was put into use in 2001 and expired in 2021, however, many years ago, this apartment building has been degraded and seriously polluted. Many infrastructures and equipment have been damaged and rusted, if not promptly repaired, it will affect people's lives. Da Nang City People's Committee issued a plan to relocate, clear and rebuild 3 old, degraded apartment buildings to ensure the safety of people's lives and property on August 12.
The time to carry out procedures, implement relocation and clearance is from now until the end of 2025. It is expected that the apartment building will be demolished after all households have been relocated. However, at the question and answer session of the forum of the 21st session of the People's Council, term X, term 2021 - 2026 on the afternoon of December 12, many delegates raised questions about the deterioration of state-owned social housing apartments in the city; hundreds of people have to live in fear during this rainy season.
Responding to questions on this issue, Mr. Phung Phu Phong, Director of the Department of Construction of Da Nang, informed that in 2022, the Department of Construction inspected the quality of three degraded apartment buildings, Thuan Phuoc, Hoa Minh and Lam Dac San Hoa Cuong, and determined the level of danger to be level C. In principle, level C does not require urgent relocation. However, the Department still reported to the City People's Committee that relocation is needed to ensure the safety of the people.
Currently, 196 households have chosen to continue renting social housing apartments, and 294 households have chosen to buy apartments in other projects. It is expected that in 2025, the city will have about 500 social housing apartments and a number of projects for sale.
Mr. Le Trung Chinh, Chairman of the People's Committee of Da Nang City, informed that the City People's Council has issued a resolution on relocating people but the implementation progress is slow. Part of the reason is that new commercial apartment projects need time for investors to determine the selling price. It is expected that after the Lunar New Year 2025, people will be able to buy immediately.
For households renting social housing apartments, there are some projects that are not located in the area where they are living, so they have not agreed. The city's plan is to clear the area, support money for people to rent houses on the spot and wait until there is a project to continue renting social housing.
“Now, many cars are parked around apartment buildings, which is a good sign because it shows that the lives of households have improved. The city recommends that people who are able to do so consider returning their houses to the state and giving up their social housing positions to people with lower financial conditions,” said Mr. Chinh.
