At the 21st session of the People's Council (PC), term X, term 2021 - 2026 on the morning of December 12, Mr. Le Van Dung, a delegate of the People's Council of Da Nang City, said that currently, social housing invested with State budget capital in Da Nang has about more than 12,000 apartments, accounting for more than 80% compared to the whole country (the whole country has about 15,000 apartments). Thereby, it has partly solved the housing needs of people with housing difficulties, contributing significantly to ensuring social security according to the city's "5 no's" and "3 yes" programs. However, the results of implementing the city's housing development program for the period 2021-2025 are still low compared to the set plan.
"As of November, regarding social housing, the investment policy has been approved for 4 projects with a total floor area of 437,308m2 and 96,974m2 have been completed, reaching 19.3% of the plan. Regarding commercial housing, 514,188m2 have been completed, reaching 7.1% of the plan," said Mr. Le Van Dung.
Mr. Dung also proposed reviewing new urban areas and commercial housing projects that have not allocated 20% of land for social housing development to determine the location and land fund for social housing construction to ensure development plan targets. Encourage investors in industrial park infrastructure to invest in building social housing in sync with trade union institutions according to the planning to serve workers during the formation of industrial parks. Review and thoroughly handle cases of arranging, renting, and purchasing social housing for the wrong subjects.
Regarding this issue, Mr. Phung Phu Phong, Director of the Department of Construction of Da Nang City, said that the city is currently granting investment policies for 70 commercial housing projects with 75,441 units. These projects are being implemented, and if these projects are completed according to the Da Nang City Urban Development Program for the period 2021-2030, the proposed plan will be ensured.
According to Mr. Phong, the reasons for the slow implementation of his commercial housing projects in the past were because these projects lacked procedures and legal basis and some projects were involved in the conclusions of audits, inspections and judgments. This is one of the difficulties in the period of 2021 - 2025. Recently, these difficulties have been resolved by the central government and in 2025, the city will focus on removing obstacles for these projects.
"In 2024, non-budget investment projects have been cleared of obstacles and granted appraisal licenses with a total value of 61 trillion VND, expected to be implemented in 2025. For projects using the state budget, the Department of Construction has appraised projects with a total value of 5 trillion VND in the same year. The People's Committee of Da Nang City has also directed departments and branches to immediately remove obstacles for these projects to contribute to the city's socio-economic growth in 2025," Mr. Phong informed.
