On September 9, Mr. Nguyen Van Binh (residing in Nha Trang City) confirmed that he had received a notice of conclusion from the Chairman of Khanh Hoa Provincial People's Committee regarding the complaint content at Land Area II (over 8,000m2, Phuoc Dong Commune, Nha Trang) belonging to the Song Lo Tourism & Entertainment Project of Hoan Cau Construction - Trading Company Limited (Hoan Cau Group).
Previously, Mr. Nguyen Van Binh and some residents in Nha Trang had repeatedly sent petitions to the leaders of Khanh Hoa province requesting dialogue regarding the recovery of Land Area II (more than 8,000m2), the extracted map No. 721/2013/BĐTĐ of Phuoc Dong commune (Nha Trang) was pointed out by the Government Inspectorate in Report No. 541 of the Song Lo Tourism & Entertainment Project of Hoan Cau Group.
Review of land use of Hoan Cau Group
After a dialogue with the people, Khanh Hoa Chairman Nguyen Tan Tuan assigned the Department of Natural Resources and Environment to inspect, review, and advise on land use progress, land management, and forms of residential land that do not form residential units... at the Hoan Cau Group project.
In addition, the head of Khanh Hoa province also assigned the Provincial Inspectorate, the Department of Planning and Investment, and the Nha Trang City People's Committee to take turns in performing the tasks of synthesizing the implementation of the Government Inspectorate's conclusions on this project; checking and reviewing the content of residential land that does not form residential units in the project, reviewing households whose land was recovered to implement the project, considering cases with difficulties in life, creating conditions for households, and ensuring social security.
Regarding citizens' complaints and reflections related to 7 maps with signs of forgery, Khanh Hoa Chairman Nguyen Tan Tuan assigned the Provincial Citizen Reception Committee to check and review the content of citizens' petitions (if any), advise the Provincial People's Committee to direct specialized agencies to check, review, consider and resolve according to legal regulations.
People request to return land because the enterprise left it abandoned
On August 28, 2024, Chairman of Khanh Hoa Provincial People's Committee Nguyen Tan Tuan had a dialogue with the above citizens.
At the meeting, some residents said that the Khanh Hoa Provincial People's Committee previously reclaimed land but did not issue a land reclamation decision in accordance with regulations; regarding Decision 252/QD-TTg, which the Khanh Hoa Provincial People's Committee said was a land reclamation decision, this decision did not have a list of households whose land was reclamation attached.
In addition, people also pointed out the violations of leaving land fallow for more than 20 years without putting it into use by Hoan Cau Group, which was mentioned by the Government Inspectorate in a report in 2022... consider reclaiming the land left fallow for the past 20 years, reclaiming the "red books" issued to this enterprise at the Song Lo project, adjusting the "red books" of Hoan Cau Group in the direction of reducing the area of the above 8,000m2 area.
The people also asked the provincial leaders to adjust the planning of this area into urban residential land, thereby returning the land to the people for cultivation, avoiding waste; asked the Chairman of Khanh Hoa province to propose to the Prime Minister to consider the plan to require the investor to compensate households affected by the project.
