The Ministry of Justice has just announced the Appraisal Dossier for the draft policy dossier of the revised Housing Law.
In which, the Ministry of Construction has reported that, regarding the renovation and reconstruction of apartment buildings: The 2023 Housing Law has basically created a clear, flexible and practical legal framework for the renovation and construction of old apartment buildings.
According to reports from localities, accumulated data as of the end of November 2025, in urban areas across the country there are about 2,930 old apartment buildings, mainly concentrated in some major cities such as: Hanoi City (2,160 apartment buildings), Ho Chi Minh City (474 apartment buildings) and Hai Phong City (178 apartment buildings).
Also according to the Ministry of Construction, the 2023 Housing Law has supplemented new regulations related to the development of "mini-apartment buildings" to ensure increased technical safety, limit fire and explosion risks, protect the property and lives of people, issues that have occurred in existing mini-apartment buildings.
Through preliminary summary reports from localities, since the time of the 2023 Housing Law, no type of mini-apartment project as prescribed by the Law has been newly licensed.
In the past time, localities have conducted inspections and examinations, coordinated with police agencies to regularly strengthen the management of construction order and inspect fire prevention and fighting for this type of housing.
At the same time, the issuance of documents regulating traffic roads performing fire fighting tasks in places with multi-story houses and many apartments of individuals as required by the Law on Housing (point c, clause 3, Article 57 of the Housing Law) has been implemented by localities.
