On November 14, the Department of Natural Resources and Environment of Quang Tri province confirmed that, up to this point, 504,426 m2 of land of Hoang Khang Quang Tri Company Limited at Dong Gio Linh Industrial Cluster (Gio Viet commune, Gio Linh district, Quang Tri province) has not yet been recovered.
Previously, on June 23, 2023, the People's Committee of Quang Tri province issued a decision to reclaim the land leased to Hoang Khang Quang Tri One Member Co., Ltd. at Dong Gio Linh Industrial Cluster.
By December 29, 2023, the Department of Natural Resources and Environment had coordinated with relevant agencies to organize land recovery in the field. However, because the company had submitted a request to resolve the complaint, the land handover to local management had not been carried out.
Then, on April 26, 2024, the Department of Natural Resources and Environment reported and proposed the Chairman of the People's Committee of Quang Tri province to handle the complaint of Hoang Khang Quang Tri One Member Co., Ltd. according to the provisions of the Law on Complaints, but it has not been resolved yet. This has led to the land recovery for local management not being able to be implemented.
Meanwhile, voters of Gio Viet commune (Gio Linh district) continuously petitioned the People's Committee of Quang Tri province to quickly implement the decision to reclaim the land. This land area is currently abandoned, seafood businesses in Gio Viet commune wish to rent the land to build a fish drying facility away from the residential area to ensure the environment.
Regarding the above land reclamation decision, Lao Dong Newspaper previously published articles "Industrial cluster with investment capital of 180 billion VND, after 10 years, it is still a white sand beach"; "Industrial cluster project has not been formed for 11 years, not reclamation" with information that in 2012, Quang Tri province leased land to Hoang Khang Quang Tri One Member Co., Ltd. to carry out the project of Construction, development and business of infrastructure of Dong Gio Linh Industrial Cluster.
The project has a total investment of 180 billion VND, implemented on an area of 70 hectares of land in Gio Viet commune. By 2018, the project was adjusted to a scale of 50 hectares, with a total investment of 180 billion VND. The project progress started in February 2019 and was completed and put into use in February 2021.
After being allocated the land, the company paid more than 4.3 billion VND in land use fees and more than 2.3 billion VND in site clearance compensation. However, the company's land use progress was slow. Although Quang Tri repeatedly created favorable conditions, the company still had not completed the project items as required, so the local authorities decided to reclaim the land.
