According to the report, the Thuy Nguyen Residential Area Project is invested by Union Success Vietnam Co., Ltd. in Thuy Duong and Hoa Binh communes. In Thuy Duong commune alone, the project continues to reclaim 29 hectares related to 589 households, of which 513 households have agricultural land, 49 households have cemetery land that has received money and handed over the land.
On September 20, 2024, the Chairman of the District People's Committee issued a Decision to enforce land recovery for 10 households and individuals who did not comply with handing over the land to implement the project. After being persuaded, 7/10 households received compensation and support. Up to now, 2 households with residential land and 1 household with agricultural land have not received compensation and support, have not handed over the land, affecting the progress of the project.
The project of investing in the construction of technical infrastructure of the new urban area of Bac Song Cam in Tan Duong, Duong Quan and Hoa Dong communes has been implementing land acquisition since 2017 according to Notice No. 113/TB-UBND dated July 14, 2017 of the District People's Committee. Up to now, the site clearance work has been basically completed, only a few organizations have not yet handed over the site, including Waterway Transport Joint Stock Company No. 3 (Company 202).
During the implementation process, the District People's Committee directed the relevant departments and the Tan Duong Commune People's Committee to carry out the inventory, establish and approve the compensation and support plan, decide on land recovery and repeatedly notify the payment to the Water Transport Joint Stock Company No. 3, and at the same time fully implement the procedures and formalities regarding legal documents and ensuring the rights of the enterprise. However, the Water Transport Joint Stock Company No. 3 has not yet received the money or handed over the land to implement the Project.
To ensure the progress of the projects, Thuy Nguyen district plans to enforce land recovery from Water Transport Joint Stock Company No. 3 to implement the Bac Song Cam New Urban Area Infrastructure Investment Project in Tan Duong commune on November 4; and to enforce the implementation of the Thuy Nguyen Residential Area Project in Thuy Duong commune on November 7.
The Chairman of the District People's Committee assigned the Department of Natural Resources and Environment and related sectors to continue reviewing the process, completing procedures and legal documents related to enforcement work; departments, sectors, organizations, and local authorities continue to propagate, mobilize, and persuade businesses and households to voluntarily dismantle constructions, relocate assets, and hand over premises to avoid having to apply enforcement measures.
The Land Fund Development Center coordinates with the construction contractor, the People's Committees of related communes and units to fully prepare means, machinery and forces; organize mine clearance, anticipate some possible situations and solutions. Construction units arrange forces and construction means immediately after the site is handed over to ensure safety, security and order.
