According to information from the Lang Son Provincial Electronic Information Portal on February 12, the Provincial People's Committee has just issued Decision No. 341/QD-UBND - on changing the form of land use from the form of State land allocation without land use fee collection to the form of State land lease with annual land rental payment for the Border Gate Management Center under the Dong Dang - Lang Son Border Gate Economic Zone Management Board.
According to the decision, the People's Committee of Lang Son province allows the Border Gate Management Center under the Dong Dang - Lang Son Border Gate Economic Zone Management Board (Headquarters address: Huu Nghi International Border Gate Area, Dong Dang Town, Cao Loc District, Lang Son Province) which is using 11,862.0 m2 of land in the form of State land allocation without land use fee collection at Huu Nghi International Border Gate, to switch to the form of State land lease with annual land rental payment.
Specifically, adjusting the land allocation area in Decision No. 1912/QD-UBND dated November 4, 2024 of the Provincial People's Committee: Allocate an area of 8,403.2 m2 of land to the Border Gate Management Center, in the form of the State allocating land without collecting land use fees; lease an area of 3,458.8 m2 of land to the Border Gate Management Center, in the form of the State leasing land with annual land rental payment.
The location, boundary, and area of the land allocated or leased are determined according to the Extract of the cadastral measurement No. 262/TLBD, scale 1:2000, established by the Land Registration Office under the Department of Natural Resources and Environment on October 21, 2024.
Land price for land rental is 1,080,000 VND/m2.
Lang Son Provincial People's Committee assigned the Tax Department to determine the land rent payable; guide the implementation of land rent reduction, the amount deducted from land rent, record land rent debt, monitor cases of exemption from land rent, fees, charges... (if any); notify land users to pay land rent according to regulations.
The Department of Natural Resources and Environment is responsible for directing and organizing the implementation of boundary markers, handing over land on the field; handing over the Certificate of land use rights and ownership of assets attached to the land to the Border Gate Management Center under the Dong Dang - Lang Son Border Gate Economic Zone Management Board after completing financial obligations; adjusting cadastral records and land databases according to regulations. Take full responsibility for the completeness, accuracy and validity of data, records, documents and appraisal contents submitted to the Provincial People's Committee for approval.
The Border Gate Management Center under the Dong Dang - Lang Son Border Gate Economic Zone Management Board is responsible for managing and using land for the right purposes, locations, and boundaries of the assigned and leased land; and paying fees and charges according to regulations.
