Regarding industry development and technology transfer, the draft resolution stated:

The Prime Minister shall decide on the list of railway services and goods assigned to be tasked with state organizations, enterprises or order for Vietnamese organizations and enterprises;

The general contractor and contractor must prioritize the use of products, goods and services that domestic can produce and supply;

For bidding packages organized international bidding, bidding documents must be committed by the general contractor and foreign contractor on technology transfer, training of human resources to Vietnamese partners to master management, operation, exploitation and maintenance; step by step master technology.
