A resident in Hue reflected that his family was once acquired land to implement a highway project and has been allocated resettlement land. However, the resettlement location is about 35 km from his current workplace, so living and traveling are difficult.
This person said that he currently works in the city center area, while the resettlement area is far away, not convenient to stabilize his long-term life. Therefore, people are wondering whether cases that have been allocated resettlement land like this are still eligible to buy social housing or not.
Answering this content, the Ministry of Construction said that the 2023 Housing Law has clearly stipulated the groups of subjects entitled to social housing support policies and specific conditions when buying or renting out this type of housing.
According to the Ministry of Construction, Clause 10, Article 76 of the 2023 Housing Law stipulates that people whose land is recovered and houses must be cleared and demolished according to the provisions of law who have not been compensated by the State with houses or residential land are eligible for social housing support policies.

In addition, Article 78 of the 2023 Housing Law stipulates that buyers and lease-purchasers of social housing must meet housing and income conditions. In which, housing conditions are determined in the province or centrally-run city where there is a social housing project.
According to the guidance of the Ministry of Construction, in cases where there is housing or land but it is far from the workplace, not ensuring living and travel conditions, functional agencies will specifically consider based on the actual housing situation, travel distance and living conditions of people.
Notably, the fact that resettlement land has been allocated does not necessarily mean the right to access social housing is lost. The competent authority will base on whether people have enjoyed housing support policies or not, and consider the type of support that has been applied.
The Ministry of Construction also said that in cases where people have been compensated with residential land but do not have houses of their own in the locality where the social housing project is located, it is still necessary to consider each specific case. Determining whether conditions are sufficient or not sufficient is the authority of the housing management agency in the locality.
According to records, this is an issue of concern to many workers in the context of increasing housing demand in large cities, while many cases have land or houses in their hometowns but the distance is too far from workplace, making it difficult to meet daily living needs.
The Ministry of Construction recommends that people when they need to buy social housing should contact the Department of Construction or local housing management agencies for guidance and clear determination of conditions before submitting registration documents.
