Setting a target to complete 19,900 social housing apartments in 2026
On May 7, Mr. Pham Van Thinh - Vice Chairman of Bac Ninh Provincial People's Committee - worked with the working delegation of the Ministry of Construction led by Deputy Minister Nguyen Van Sinh to inspect and urge the implementation of Resolution No. 07/NQ-CP dated January 12, 2026 of the Government on assigning targets for social housing (NOXH) development in the period 2026 - 2030 in Bac Ninh province.
According to the report at the working session, by the end of April 2026, Bac Ninh province currently has 102 social housing projects with a total scale of about 117,000 apartments.
In which, there are 31 projects with about 24,000 apartments that have basically completed construction and put into use; about 71 projects with a scale of nearly 94,000 apartments are being focused on construction.
Implementing Resolution No. 07/NQ-CP of the Government on assigning social housing development targets for the period 2026 - 2030, Bac Ninh province is assigned the target for 2026 to complete 19,900 social housing apartments.
However, through review, to date, the number of social housing apartments with completion potential has only reached nearly 14,000 units, about 6,000 units lower than the set target.

While the implementation time of the 2026 plan is not much, the remaining workload is very large, and many projects still encounter obstacles in appraisal procedures, investment approval, construction permits, land... leading to slow construction progress.
Bac Ninh province proposed that the Ministry of Construction provide more specific guidance on criteria for assessing the financial capacity of enterprises participating in social housing projects; clarify the mechanism for investment, construction, management and exploitation of social infrastructure projects in large-scale social housing areas to create favorable conditions for localities in the implementation process...
Bac Ninh in the leading group in the country in social housing development
Speaking at the working session, Deputy Minister of Construction Nguyen Van Sinh assessed Bac Ninh as one of the leading localities in the country in social housing development, actively contributing to the results of the social housing development program of the whole country.
In the coming time, Mr. Nguyen Van Sinh requested Bac Ninh province to focus on specifically reviewing each social housing project, comparing and accurately counting the number of apartments between the plan, the actual number being implemented and the completion capacity. On that basis, have appropriate implementation solutions to ensure the completion of the set goals.
At the same time, urgently remove difficulties and obstacles for projects; review relevant legal bases to create favorable conditions for investors, soon start construction and put projects into implementation.
Emphasizing that the target assigned by the Government for the period 2026 - 2030 is very large, the Deputy Minister of Construction requested Bac Ninh province to continue to implement the steps early; complete legal procedures so that projects with the goal of completion in 2027 and the following period can be started immediately to reduce pressure and ensure progress and quality.
Along with that, continue to pay attention to and resolve procedures to soon implement social housing projects of the Vietnam General Confederation of Labor, social housing for the armed forces in the province.

Speaking at the working session, Vice Chairman of Bac Ninh Provincial People's Committee Pham Van Thinh emphasized that Bac Ninh province determines that social housing development is not only a social security task, meeting the housing needs of the labor force, contributing to stabilizing human resources, but also an important solution to promote local economic development.
Mr. Pham Van Thinh affirmed that in the coming time, Bac Ninh will continue to prioritize the development of NOXH projects in the direction of high-rise buildings, ensuring the effective use of land funds, meeting the large housing needs in areas with a large concentration of workers and laborers.
For projects that have been assigned to investors, the province will continue to focus on working, removing difficulties and obstacles related to legal procedures, investment, and construction to accelerate the implementation progress.
Specifically for projects that have completed site clearance and are eligible for deployment, Mr. Pham Van Thinh requested investors to urgently prepare the necessary conditions to organize immediate commencement, creating motivation to promote the progress of completing social housing targets according to the set plan.
