The Prime Minister approved the investment policy for the Project on Investment in Construction of Technical Infrastructure of the North Song Cam New Urban Area in Decision No. 1131/QD-TTg dated June 24, 2016; the People's Committee of Hai Phong City approved the Project in Decision No. 2008/QD-UBND dated September 15, 2016. On July 14, 2017, the People's Committee of Thuy Nguyen District issued Notice No. 113/TB-UBND on land recovery to implement the Project on Investment in Construction of Technical Infrastructure of the North Song Cam New Urban Area in Tan Duong, Duong Quan, and Hoa Dong communes.
The District People's Committee has directed the relevant agencies and the Tan Duong Commune People's Committee to carry out the inventory, establish and approve the compensation and support plan, decide on land recovery and repeatedly notify the payment to the Water Transport Joint Stock Company No. 3 (Company 202). Up to now, the District People's Committee has fully implemented the procedures and formalities regarding legal documents and ensuring the rights of the enterprise. The District People's Committee and relevant agencies have repeatedly mobilized and persuaded, but the Water Transport Joint Stock Company No. 3 still does not comply with receiving compensation, support and handing over the site as prescribed.
In order to ensure the progress of the project, the District People's Committee issued decisions, announcements and organized the compulsory land recovery for Water Transport Joint Stock Company No. 3. The enforcement session took place seriously, safely and in accordance with the provisions of the law. The participating forces coordinated and implemented according to the approved plan.
Immediately after the forced land acquisition, the construction contractor arranged machinery, human resources and organized site leveling to implement the project.
