Lack of human resources for site clearance projects
The Hoa Lien - Tuy Loan Expressway Construction Project of the North - South Expressway in the East of Da Nang and the Upgrading and Expanding National Highway 14B through Hoa Vang District are two key projects, driving forces of the Central Government and Da Nang City. To meet the tasks of these two projects, the Hoa Vang District Land Clearance Board has organized and assigned 3 teams to serve the Hoa Lien - Tuy Loan Expressway Project and 2 teams to serve the National Highway 14B Upgrade Project in preparing documents and participating in public receptions.
The total number of officers and employees of the Land Clearance Board currently directly participating in the Land Clearance work (including the work of preparing compensation records, meeting to consider legal issues, applying prices for appraisal, approving detailed plans, drafting land recovery decisions, notifying compensation values and inviting payment, etc.) is 49 officers and 3 leaders of the Land Clearance Board.
Although the number of officers and employees in the unit is larger than other units, the site clearance process goes through many stages, but with the current progress, all projects require quick implementation.
Meanwhile, in Hoa Vang district, more than 57 projects are being cleared (33 projects invested by the City People's Committee and 24 projects invested by the District People's Committee). Therefore, the Clearance Board believes that with the current human resources, the District Clearance Board cannot meet the requirements for clearing all projects in the district at the same time.
The current human resource capacity of this unit is only sufficient to implement about 25 projects (including 15 projects invested by the District People's Committee and 10 projects invested by the City People's Committee). Therefore, for some projects, site clearance is still slow.
The entire political system participates in site clearance.
The current lack of human resources in site clearance work has caused many projects in Da Nang City to be behind schedule.
To overcome the shortage of human resources, the Hoa Vang District Land Clearance Board has requested the Hoa Vang District Project Management Board to prepare all policy documents before carrying out the inventory, pricing and compensation payment. Provide the route map, land plot map and complete plot records at the same time so that the Land Clearance Board can implement the project synchronously and clear the land without "leopard skin", making it convenient for construction.
At the same time, the Hoa Vang District Land Clearance Board also requested the City People's Committee to promptly adjust the compensation price for houses and structures to keep up with the market price at the time of land acquisition.
Mr. Nguyen Thuc Dung, Vice Chairman of Hoa Vang District People's Committee said: "To mobilize the handover of project sites, all officials and civil servants went down to the village to mobilize the people."
In the coming time, in addition to the two key projects, the driving force of the Central and the city, the Hoa Vang District Land Clearance Board will focus human resources to complete the land clearance work of traffic and road works to ensure the criteria for building a type IV urban area in the district.
