On December 5, at the discussion session of the 25th session of the 18th Nghe An Provincial People's Council, delegate Nguyen Cong Van (Nghi Loc district) reflected on the situation of abandoned production land of some forestry farms, the waste of land of some projects due to slow implementation or no implementation.
Delegates proposed that the Provincial People's Committee, Departments and branches be more strict in inspecting, supervising, urging and considering decisions on land recovery.
Delegates reflected on the situation of land planning and land auctions in most localities being more than the people's needs; there are areas with land planning that have been invested in for a long time but have no residents, so they requested the Provincial People's Committee to consider and have solutions to direct so as not to waste land resources.
According to delegate Nguyen Cong Van, agricultural production is currently simple, the production value is low, so people are not interested in the fields. The Provincial People's Committee and related sectors have any effective solutions to convert the crop structure reasonably and effectively limit the situation of abandoned fields. At the same time, the province needs to have a policy of land accumulation to call for businesses to invest in increasing the value of agricultural production.
Responding to the delegates' opinions, Deputy Director of the Department of Natural Resources and Environment of Nghe An province Nguyen Duy Nhat said that regarding the handling of slow-moving projects, the Provincial People's Committee has issued many directive documents and assigned local departments and branches to coordinate in implementing inspections. Every year, the Provincial People's Committee has established 3 interdisciplinary inspection teams led by leaders of the Department of Planning and Investment, Department of Natural Resources and Environment, and Department of Construction to inspect slow-moving projects and advise the Provincial People's Committee on handling plans. Thereby, many projects have been handled by the Provincial People's Committee.
Regarding land management of agricultural and forestry companies, implementing the conclusions of the Standing Committee of the Provincial People's Council at the explanation sessions, the Provincial People's Committee has issued documents assigning specific tasks to each Department, branch, locality, unit and company.
Nghe An is one of the provinces with the largest agricultural and forestry land fund in the country and in reality, there are limitations and shortcomings in land management in this field. Currently, the Department of Natural Resources and Environment is focusing on implementing the tasks assigned by the Provincial People's Committee in Plan No. 215/KH-UBND dated March 21, 2024.
Regarding the content reflecting the planning and auction of residential land more than the actual needs of the people, the leader of the Department of Natural Resources and Environment said that Nghe An is a poor province, with limited revenue, especially in the districts. To have funds to invest in infrastructure in the localities, most districts and communes rely on land fund exploitation funds.
The leaders of the Department of Natural Resources and Environment also admitted that in reality, in some places, after the auction was completed, the rate of putting into use was low.
Regarding land accumulation, the 2024 Land Law has many new regulations to facilitate accumulation to effectively carry out agricultural land production.
Secretary of the Provincial Party Committee - Chairman of the People's Committee of Nghe An province Nguyen Duc Trung said that the delegates' reflections were well-founded and true to reality, and affirmed that the province had many drastic solutions to strengthen effective and legal land management.
