Mr. Le Minh Hung - Politburo member, Secretary of the Party Central Committee, Head of the Central Organization Committee - presented the main contents and focus of the implementation of the summary of Resolution No. 18-NQ/TW of the 12th Party Central Committee.
Regarding the summary of the implementation of Resolution No. 18-NQ/TW, dated October 25, 2017 of the 12th Party Central Committee "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently", after 7 years of implementation, with the great efforts and determination of the Central Committee, Party committees and organizations at all levels, especially the leaders, the organization and implementation of Resolution 18-NQ/TW have achieved some important results, initially creating positive changes in innovation, reorganizing the apparatus, improving the effectiveness and efficiency of the operations of agencies, units and organizations in the political system.
However, the organization and apparatus arrangement is still not synchronous, lacking in comprehensiveness, not associated with streamlining the payroll, restructuring and improving the quality of the staff, civil servants and public employees.
The organizational structure of the political system is still cumbersome, with many levels and focal points; the functions, tasks, powers and working relationships of many agencies, units and organizations are unclear, overlapping and overlapping; decentralization and delegation of power to localities are not strong, synchronous, reasonable and do not meet the requirements and tasks of the new period...
The main reason is that the overall organizational model of the political system is not yet complete; the awareness and actions of Party committees, Party organizations, leadership collectives, and heads in a number of agencies, organizations, units, and localities are not complete, not profound, determination is not high, and actions are not drastic.
Faced with the requirements and tasks of the new development period, the country entered a new era, the era of national growth, the Central Executive Committee and the Politburo reached a high consensus with strong political determination to implement the policy of early and comprehensive summary of Resolution 18-NQ/TW throughout the entire political system.
The Politburo determined that summarizing Resolution 18-NQ/TW and arranging and perfecting the organization of the political system to be streamlined and operate effectively and efficiently is an especially important task, a revolution in streamlining the organization of the political system, requiring a high level of unity in awareness and action throughout the Party and the entire political system.
Party committees, party organizations, agencies, units, all levels, all sectors, first of all, leaders and heads need to be exemplary, proactive, and implement with the highest determination, take drastic actions in carrying out assigned tasks in the spirit of "running while lining up", "The Central does not wait for the provincial level, the provincial level does not wait for the district level, the district level does not wait for the grassroots level"; identify priority contents and tasks and coordinate smoothly in implementation, determined to complete the streamlining of the political system's apparatus in accordance with the set goals, requirements and progress.
